Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSCPSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities
Purpose
The QPPU Technical Advisor: Laboratory is a project staff seconded to the Department of Pharmaceuticals and Natural Medicines (DPNM) of the Ministry of Health to support the efficient operation of the QPPU. He/she will be responsible for supporting the Ministry of Health technical programs, with the primary responsibility of quantification and procurement planning for Laboratory commodities. S/he will support harmonizing the planning and procurement of Laboratory commodities for all relevant programs including HIV, Malaria, and TB commodities within the comprehensive procurement plan of MOH.
S/he will also support strengthening and improving the performance and quality of the existing policies and plans, systems, and procedures for quantification, forecasting, procurement, storage, and distribution of, Laboratory, and public health emergency (PHE) commodities. The Technical Advisor will link Uganda National Health Laboratory, and Diagnostics Services (UNHLS), various diseases programs, the DPNM, the central Medical Stores, procurement & supply chain management agents, USG agencies, and other health Development Partners and the districts. S/he will also support national warehouses and districts to improve the management and distribution of Laboratory commodities.
S/he will work closely with the Laboratory Logistics Coordinator UNHLS respectively to develop and upgrade digital platforms for supply chain management Laboratory supplies.
Principal Duties and Responsibilities:
Project support (25%)
• Manage timely implementation of planned Laboratory interventions including the digital supply chain efforts
• Support the conceptualization of systems support program and tools to be used with national stakeholders and with MOH counterparts
• Support the designing, testing, and rolling out of innovative approaches/interventions to ensure Laboratory Commodity Security in the country including operations research and documentation of good practices
• Participate in project work planning and reporting
• Participate in meetings with the Ministry of Health, USG agencies, and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction
• Work with the Ministry of Health to execute national health commodity tracking and tracing using global standards through strategy development and implementation
• Other duties, as assigned by the Senior Technical Advisor – QPPU
Technical support (40%)
• In collaboration with MoH and UNHLS, implement the digitalization process for the management of Laboratory supplies at national and sub-national level
• Support the national laboratory quantification (forecasting & Procurement planning), distribution and management at the central and district levels while harmonizing efforts of health development partners inputs for Laboratory commodities
• Participate in the Commodity Security Committees at national and district levels on forecasting and quantifying the national commodity needs; and participate in relevant Technical Working Groups for purposes of safeguarding Laboratory commodities
• S/he liaises with the central warehouses, National Drug Authority, Ministry of Health, Focal Coordination Office, Commodity suppliers on importations and related regulatory, policy, and planning issues; specifications and ordering; storage and distribution; and compilation of periodic Laboratory commodity situational reports and consumption data for policy, funding and planning purposes
• Develop annual procurement plans based on Laboratory commitments to national quantifications, periodically review progress made on commitments, and regularly update the Pharmaceutical Information Portal (PIP) financial tracking module
• Set up, update and maintain a supply chain database such as Quantification Analytics Tool (QAT) for Laboratory commodities
• S/he will liaise with the central warehouses to obtain stock status reports to update the
Pharmaceutical Information Portal (PIP) warehouse online stock status report (OSSR) and review the supply plan to ensure recommended stock levels at the central warehouses
• Work with National Medical Stores (NMS), Joint Medical Stores (JMS), local and international procurement agents including GHSC-PSM, Global Fund (GF), and development partners to monitor
the procurement pipeline including parameters namely On-Time in Full (OTIF) to ensure Laboratory optimal warehouse stock levels
• Support the generation of strategic information and evidence to inform National policies and strategies for Laboratory Commodity Security
• Assess and monitor the Laboratory commodity supply pipeline and provide technical support supervision to the districts and poorly performing lower-level units on laboratory logistics management
• Conduct analysis of facility data from the national and sub-national digital supply chain system to inform improvements in annual facility procurement planning, warehouse distribution plans, data quality, and supply chain performance
• Participate in MoH-led support supervision and mentorship activities laboratory program implementation at all levels
• Provide technical input into the development and review of the national policies, strategies, and guidelines to enhance alignment of supply chain interventions
• Perform any other duties as may be assigned
Stakeholder engagement (35%)
• Contribute to the building and Management of GOU, USG, and other partners’ relationships with QPPU
• Coordinate the central warehouses and support the transition across warehouses for laboratory supply chain management
• Work with the sub-national team to improve supply chain data quality and use at all levels of care with a focus on Laboratory
• Participate in meetings with the Ministry of Health, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction
• Provide technical input into the development and review of the national policies, strategies, and guidelines to enhance the alignment of supply chain interventions
Qualifications and Desired Attributes:
• Bachelor's degree in Bio-medical Laboratory Technology is required.
• Master’s degree in public health with supply chain management training is an advantage.
• Minimum of 5-7 years’ experience in the health sector supply chain management systems.
• Work experience in providing pharmaceutical management technical assistance, especially in supply chain management, quantification, and procurement
• Strong analytical writing and oral presentation skills highly desired
• Good report writing and communication skills
• Languages: Fluency in oral and written English
• Computer skills: Proficiency in current office software applications (especially Ms Excel and Ms Word)
• Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
• Work experience with medicines logistics/ inventory management information systems
• Working experience in Uganda with a comprehensive understanding of the Uganda public health system, and previous experience with USAID supported programs is an added advantage
• Prior experience with GHSC-PSM preferred
• Knowledge of quantification tools e.g., Pipeline, Quantification Analytics Tool (QAT)
• Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
