Invitation of applications from suitably qualified, fully appointed, and confirmed staff of the former Uganda Microfinance Regulatory Authority (UMRA) tender at Public Service Commission

1.0 Background

On 2^nd February 2021, the Cabinet under Minute Extract a QCT 2017 approved the recommendations for the Rationalization of Government Agencies, Commissioners, Authorities, and Public Expenditure (PAPEC). In fulfilment of the Cabinet directives, several Government Agencies were merged, maintained, or newly created. The Tier 4 Microfinance Institutions and Money Lenders (Amendment) Act 2024 was assented to by H.E. the President on 1^st February 2025, whereby the Uganda Microfinance Regulatory Authority (UMRA) ceased its functions and began operating under the Ministry of Finance, Planning and Economic Development as the Microfinance Regulation Department.

1.1 Application Invitation

The Public Service Commission invites applications from suitably qualified, fully appointed, and confirmed staff of the former Uganda Microfinance Regulatory Authority (UMRA) to fill vacant posts in the newly created structures. Applications must be submitted ONLINE no later than Friday, 4^th July 2025, before midnight. The e-recruitment system can be accessed at: https://vacancies.psc.go.ug.

1.2 Mandatory Instructions to Applicants

a) Apply ONLINE only.
b) Scan and submit relevant documents, including:

• Academic Certificates (‘O’ and ‘A’ Level, Bachelor’s Degree, Post Graduate Qualifications, Transcripts, and Certificates).
• Professional qualification documents.
• Copies of letters of appointment, confirmation, and promotion.
  c) Include a Certificate of Service as proof of employment with UMRA.
  d) Each attachment must not exceed 5MB and must be in PDF format.
  e) Applicants may apply for a maximum of two posts, clearly indicating “first choice” and “second choice” for preference.

1.3 Application Process

1. Visit https://vacancies.psc.go.ug.
2. Click ‘Register as a new user’ to create an account and complete your profile (starting with bio-data).
3. If you already have an account, log in and update your profile.
4. Select a job from the advertised list.
5. View job details and click ‘Apply Now’.
6. Review your application and SUBMIT.

1.4 Important Notes

a) Only online applications will be considered.
b) Only shortlisted candidates will be contacted.
c) Shortlisted candidates must bring original documents (‘O’ and ‘A’ Level Certificates, Bachelor’s/Post Graduate Certificates, Transcripts, Letters of Employment, National ID, and Certificate of Service) during oral interviews.
d) Submit Staff Performance Appraisal Forms for the last three financial years (2021/2022, 2022/2023, 2023/2024) before the interview date (where applicable).
e) The Commission will verify all submitted documents. Forgery will lead to legal action and removal from the Public Service.
