EXPRESSION OF INTEREST FOR CIVIL WORKS FOR KFDA & LA-2 SOUTH WELL PADS (RFP-CUL-LD-00789)
CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and the Operator of the Kingfisher Discovery Area (KFDA) located in Kikuube District, in the Albertine Region.
CNOOC invites Expressions of Interest (EOI) from professional, competent companies to provide Civil Works for KFDA & LA-2 South well pads as outlined in the scope of work below.
SCOPE OF WORK
LOT 2: LA-2 SOUTH â Civil Works Repairs in LA-2 South Well Pad Cellars
The purpose of the civil works repairs on well pad cellars in LA-2 South is to maintain the integrity of the vessel and ensure structural stability to prevent accidents during well integrity and monitoring campaigns.
The company requires the contractor to provide the following services:
- Provide resources, including equipment and qualified personnel, to carry out repair works.
- Repair works shall include:
a) Repair of damaged concrete collar floors and walls.
b) Fabrication and installation of steel plates to reinforce cellar walls.
c) Fabrication and installation of guide rails for smooth opening of cellar covers.
d) Inspection and adjustment of reinforced concrete pit walls.
e) Fabrication of cellar access doors for selected wells.
LOT 2: KFDA â Civil Works for KFDA Well Pad Cellars
The purpose of the civil works for KFDA well pad cellars is to prevent injuries, maintain structural integrity, and ensure safe operations during drilling and maintenance.
The company requires the contractor to provide the following services:
- Provide resources, including equipment and qualified personnel, to carry out repair works.
- Perform civil works operations in line with requirements, including:
a) Construction of waterproof barriers to prevent rainwater ingress.
b) Building a temporary wall for the KF4 cellar to balance water levels.
c) Installation of reinforced sections to address air-water leakage.
d) Assembly of desander units to manage cellar emissions.
MINIMUM REQUIREMENTS
a) Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for oil & gas service providers.
b) Experience in HSE policies, procedures, and processes compliant with Ugandan petroleum regulations, IOC Performance Standards, and international quality standards.
c) Proven experience in similar services within Uganda.
d) Demonstrated safety record for operational personnel.
e) Operational capacity to deliver the scope of work and required equipment.
f) Financial capacity to undertake the contract.
g) Compliance with Ugandan local content and national contracting laws.
h) Possession of relevant national and international certifications/licenses.
i) Preference given to Ugandan-registered entities meeting statutory requirements for oil & gas operations.
j) Compliance with Regulation 5 (Local Content) of Ugandaâs petroleum laws. Non-compliance may lead to disqualification.
k) Parent companies and subsidiaries are not permitted to bid simultaneously for the same scope.
