Design, development and deployment of an AI-enabled Regulatory compliance Portal tender at National Information Technology of Uganda (NITA-U) BID NOTICE UNDER OPEN BIDDING Subject: Design, development and deployment of an AI-enabled Regulatory compliance Portal for NITA-U. Procurement Reference Number - NITA-UUDAP/NCONSZA-25/00048 - The National Information Technology of Uganda (NITA-U) has received funds from The World Bank to be used for the Design, development and deployment of an AI-enabled Regulatory compliance Portal for NITA-U.
- The Entity invites asked/bids from eligible bidders for the provision of the above non-contracting services.
- Bidding will be conducted in accordance with the open domestic bidding method contained in the Public Procurement and Disposal of Public Assets Act 2003, and is open to all bidders.
- Represents eligible bidders from details further information and inspects their rights. Documents at the address given below at 8(6) from 08(8) to 17(8) hours from Monday to Friday at the address given below.
- The Bidding document is English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-bundled date of Ugzor2020/01 (the Internet Thousand Ligands Station Only). The method of payment will be the Electronic Fuzilla Transfer (EFT) Bank account number: 026505030000001. Customer name: National Information Technology Authority, Uganda (NITA-U). Account title: NITAU Local Revenue Expansion Account, Bank Name: Bank of Uganda Swift Code: UCBAU30AA. A PDF bidding document shall be sent to the potential bidder electronically upon receipt of information.
- Bids must be delivered to the address below at 8(6) at or before 10th July, 2025 at 11:00am. All bids must be accompanied by a bid security of 12,800,000m² (Uganda Shifting Twelve Million). Bid securities can be read until 10th August 2025. Last bids shall be rejected. Bids will be opened in the presence of the bidderâs representative who choose to attend at the address below at 8(6) from July, 2025 at 11:15am.
- A pre-bid meeting will be held on 2nd July, 2025 at NITA-U Head office, Palm County, Port 70, Rotary Avenue at 11:00am with an Office Virtual Meeting using ocean-A-Hire will be shared with all registered Bidders prior to the date of the meeting. The bidder who wish to attend the meeting shall register and submit their official email addresses until then exit (1 day to the date of the meeting to UBBQB018.20.0).

Scope of Work: - Design and Development: Create a user-friendly, scalable, and secure portal with AI-driven features such as natural language processing (NLP) for document analysis, predictive analytics for compliance risks, and automated alerts for regulatory updates.
- Deployment and Integration: Ensure seamless integration with existing NITA-U systems and compliance frameworks. The portal must support multi-user access, role-based permissions, and data encryption for security.
- Training and Support: Provide comprehensive training for NITA-U staff and stakeholders, along with post-deployment support and maintenance for at least one year.
