Terms of Reference For: 3 National Consultant to Supervise the MAR Construction Works tender job at Nile Basin Initiative

Project Title: Enhancing conjunctive management of surface and groundwater resources in selected trans-boundary aquifers (Kagera shared aquifer)

Consultancy Title: Supervision for MAR Construction Works (Managed Aquifer Recharge)

• Duration: 1st August - 30th November 2025 (part-time, 30 working days)

• Locations: Uganda and Rwanda sites (1 consultant per country)

Key Responsibilities:

1. Supervise construction of:

   • Main MAR structure

   • Borehole drilling/installation

   • HDPE water conveyance system

   • Community water distribution system (including 40m³ water tower, pump house, solar panels)

2. Ensure compliance with:

   • Approved designs and specifications

   • Local regulations and safety standards

   • Environmental requirements

3. Key supervision tasks:

   • Site layout control

   • Excavation/backfilling

   • HDPE pipe installation

   • Steel tank erection

   • Brick/concrete construction

   • Water distribution network

Deliverables & Payment Schedule:

1. First Progress Report (10th Sept 2025) - 20%

2. Second Progress Report (4th Oct 2025) - 30%

3. As-built drawings & final report (14th Oct 2025) - 50%

Qualifications Required:

• Bachelor's in Civil Engineering or related field

• 5+ years construction supervision experience

• Expertise in HDPE systems, steel tanks, concrete works

• Knowledge of relevant codes/standards

• Strong communication skills
