The Government of the Republic of Uganda has received financing from the World Bank towards the cost of the Uganda Secondary Education Expansion Project and intends to apply part of the proceeds for the procurement of service providers to implement Accelerated Education Programme (AEP) in accordance with the Uganda Secondary Education Expansion Project (USEEP). The assignment is split into two packages as follows: Assignment 1: -

Adjumani SS The consulting services ("the Services") include providing students who have missed the opportunity to enroll in lower secondary school at the appropriate age or who dropped out with an accelerated learning opportunity to complete primary education and transition to lower secondary school. The programme will place and support functional AEP centres in existing secondary schools in refugee and host communities as specified. The detailed Terms of Reference ("TOR") for the assignment can be found at: www.education.go.ug or obtained at the address below. The Ministry of Education and Sports now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested consultants should submit information demonstrating their required qualifications and relevant experience. The shortlisting criteria are: -
Experience: At least 2â4 years of proven experience in implementing Lower Secondary Education programmes. -
Field Presence: Prior work in refugee and host communities, including programmes targeting vulnerable children. -
Staff Qualifications: Key personnel (e.g., Programme Officer, M&E Officer, Teachers) must hold bachelorâs degrees in education, social work, or related fields (see TOR for details). -
Community Engagement: Evidence of collaboration with refugee-hosting communities (e.g., memoranda of understanding). Additional Notes: -
Firms may bid for both assignments but must demonstrate capacity to execute both simultaneously. -
Consultants may associate with other firms to enhance qualifications. -
Selection will follow the World Bankâs Quality and Cost-Based Selection (QCBS) method (Procurement Regulations, November 2020).
