Consultancy for Full-Scale Support in Acquiring a Payment System Operator (PSO) License tender at the Bank of Uganda

Introduction

Sakkonet Technologies Ltd is a leading provider of core banking solutions for SACCOs in Uganda, with its flagship product SACCONet. As part of our strategic expansion to enhance digital financial services, we intend to obtain a Payment System Operator (PSO) License from the Bank of Uganda.

We are inviting qualified consulting firms or individual consultants to submit bids to provide full-scale support in the process of acquiring the PSO License.

Scope of Work

The selected consultant shall:

• Conduct a comprehensive readiness assessment for Sakkonet Technologies Ltd to meet Bank of Uganda PSO requirements.
• Develop and guide the implementation of all required compliance documentation (policies, frameworks, and manuals).
• Provide technical and advisory support in preparing the license application dossier.
• Liaise with Bank of Uganda during the application process to ensure all queries are adequately addressed.
• Deliver progress and final reports confirming completion of the assignment within the agreed timeline.

Assignment Duration

The consultancy assignment is expected to commence immediately upon contract signing and shall be completed within two (2) months from the start date.

Bid Submission Requirements

Interested applicants must submit a comprehensive bid package including:

• Company Profile and proof of legal registration.
• Evidence of similar assignments successfully delivered (experience in supporting fintech or financial institutions to acquire PSO or related licenses is an added advantage).
• Team Composition and CVs of key members, clearly highlighting their qualifications and experience in regulatory compliance, ICT security, and financial licensing.
• Detailed Technical Proposal outlining the consultant’s approach, methodology, and work plan for achieving the assignment objectives within two months.
• Financial Quotation in Uganda Shillings, clearly itemizing professional fees and any reimbursable expenses.

Evaluation Criteria

• Bids will be evaluated based on the following:
• Relevant experience and track record (30%)
• Qualifications and expertise of the team (30%)
• Quality and feasibility of the proposed methodology and work plan (20%)
• Financial quotation and value for money (20%)
