This role will ensure that project activities and outcomes are effectively tracked, evaluated, and reported in line with IWCA Uganda, IWCA Global, and donor requirements. The MEL Officer will also contribute to adaptive learning, knowledge sharing, and evidence-based decision-making to enhance the impact of the program in Ugandaâs coffee value chain. Key Responsibilities Monitoring & Evaluation Framework Development - Develop and implement an MEL framework aligned with EYE-C reporting guidelines, IWCA Uganda and donor reporting requirements.
- Establish clear performance indicators and methodologies for data collection, ensuring gender-disaggregated data tracking.
- Develop data collection tools and ensure alignment with EYE-C and IWCAâs MEL standards.
Data Collection, Analysis & Reporting - Conduct baseline, midline, and endline assessments to measure program progress and impact.
- Collect, clean, and analyze project data, ensuring accuracy and reliability.
- Prepare periodic reports (monthly, quarterly, annual) for submission to:
- Project Manager (internal reporting)
- IWCA Uganda Country Coordinator (national-level reporting)
- Consortium partners and donors (as per grant requirements).
- Document success stories, best practices, and lessons learned to contribute to EYE-C and IWCAâs knowledge-sharing efforts.
Learning & Adaptive Management - Organize learning sessions with project staff and stakeholders to facilitate real-time adaptation based on MEL findings.
- Contribute to IWCAâs knowledge management systems, ensuring program insights are shared across other partners.
- Support development of case studies, impact reports, and MEL presentations for internal and external audiences.
Compliance, Capacity Building & Field Support - Ensure compliance with donor MEL guidelines, IWCA Ugandaâs reporting framework.
- Train project staff, consortium partners, and community facilitators on MEL tools, data collection, and reporting standards.
- Conduct regular field visits to verify data accuracy, monitor progress, and provide technical support to project teams.
Qualifications & Experience - Bachelorâs degree in Monitoring & Evaluation, Statistics, Development Studies, Agricultural Economics, or a related field.
- At least 2-4 years of experience in MEL for development projects, preferably in agriculture, coffee, or womenâs empowerment programs.
- Strong quantitative and qualitative data analysis skills, with experience using data management software.
- Experience in designing and implementing MEL frameworks for multi-stakeholder, donor-funded programs.
- Proven experience in report writing and donor reporting.
Preferred Skills & Competencies - Knowledge of Ugandaâs coffee sector, agricultural development programs, and value chain analysis.
- Strong understanding of gender-responsive MEL principles and womenâs economic empowerment frameworks.
- Experience working with consortium projects and multi-partner MEL reporting structures.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Proficiency in English and local Ugandan languages is an added advantage.
