Job Summary: Â Â Under the direct supervision of the Chief PME, and matrixed to the Dep Rep Programmes, the consultant will support the UCO Budget Team, with the following:
- Budget analyses relevant to CPD formulation and CPMP drafting; including Affordability analysis.
- Strengthen budget capacities of the UCO, including VISION and Insight capacities, towards improved grant monitoring and utilization
- Assess in-house budget management and analysis capacity to identify skill gaps, including in Zonal Offices
- Undertake Budget process reviews and rationalization with a view to recommending improvements to UCO’s budget monitoring processes across the CO and within the Budget Team
- Identify and recommend staff development activities as needed to fill in the gaps as well as reconfigurations towards an equitable workload.
Key Duties and Responsibilities: Â Â
- Support CPD process with relevant budget analysis.
- Strengthen budget capacities of the UCO, including VISION and Insight capacities, towards improved grant monitoring and utilization
- Undertake Budget process reviews and rationalization with a view to recommending improvements to UCO’s budget monitoring processes across the CO and within the Budget Team.
Deliverables:
- Budget analysis and related work, including Affordability analysis.
- HR structure scenarios planning (cost/fund availability analysis
- Assessment report of in-house budget and grant management and analysis capacity to identify skill gaps
- Staff development activities recommendations
- Relevant budget and grants management trainings conducted, including VISION and Insight usage.
- Internal review of records, reports, and procedures in the UCO.
- Report on recommended process efficiencies for housekeeping meetings, regular analyses to Chiefs/CFOs, salary mapping processes; others as relevant)
- Build an internal reference dashboard to facilitate monitoring and implementation of recommendations.
Qualifications, Skills and Experience:

- University degree required, and minimum of ten years’ experience working with quantitative data and analysis in Budget, Programme Management, Supply Chain Management, Human Resource Management, or another relevant discipline.
- Experience in non-profit and/or UN agencies preferred.
- Intermediate level experience preparing data sets and data analysis and ability to read and interpret complex materials and perform data cleaning. Strong understanding of databases, analytical tools, and concepts.
- Strong experience with Excel including the ability to perform V-lookups and Pivot tables and use data visualization software, such as Tableau is preferred.
- Must display an advanced level of skill in the Microsoft Office.
- Experience working with Office 365 and SharePoint is required.
- Full professional proficiency in English (written and oral)
