Background and Purpose:
The districts of Wakiso, Mukono and Kampala, part of the Greater Kampala Metropolitan Area (GKMA), have a population of approximately 5.7 million residents. The number of public health facilities is insufficient to meet the demand of the population and as a result, their services are severely congested. Combined with staff shortages estimated at between 29 to 68% per the revised staffing structure, these facilities struggle to provide adequate, timely and quality health services.
This has led to an explosion in private sector health facilities with almost 98% in the districts of Wakiso, Mukono and Kampala privately owned. However, these facilities are poorly regulated, vary in the services that they provide, do not all report into the national health management information system and charge clients different amounts for services.
In Uganda, while immunization coverage has improved, it is not equitable which has led to a growth in the number of zero-dose and under-immunized children. The targeted districts of Wakiso, Mukono and Kampala are home to the largest concentration of identified zero-dose and under-immunized children with approximately 29,911 zero dose children (23.5 percent of the national total) and 13,345 under immunized children (19.5 percent of the national total) as of 2023.
With the public sector overwhelmed, the private sector has a growing role to play in ensuring equitable immunization coverage.
In collaboration with the Ministry of Health (MoH), the District Health Offices (DHOs) of Wakiso and Mukono and the Kampala Capital City Authority (KCCA), UNICEF has received funding from the Republic of Korea to recruit a consultant who will support updating the mapping of immunization services provided through the private sector. The consultancy will support government in the targeted geographies to update existing mapping of private sector providers who provide immunization services, when services are provided, how much services cost to inform greater planning and coordination of immunization activities between the public and private sector immunization services.
Justification:
With rapid urbanization the Wakiso, Mukono, KCCA area is experiencing rapid population growth which has resulted public health facilities being overwhelmed by health service needs. The private sector plays an important role in health service provision yet coordination between public and private sectors is weak. UNICEF will support the MoH and DHOs to update maps of private sector health facilities and their services to support improved planning and coordination.
Objectives:
Technical support to the Ministry of Health and DHOs to facilitate updated mapping of private sector medical providers who provide immunization services.
Outputs:
- Review of current documentation at national and subnational levels of private sector providers and their services. 3
- Co-create with the DHOs a questionnaire to be undertaken at private sector providers detailing out provision of services, costs, availability etc
- Map private sector facilities and complete questionnaires
- Draft a report to include analysis of data collected and dynamic map of all private sector facilities.

Major Tasks:
Inception and desk review:
- Organize kick off meeting at MoH-UNEPI, DHOs and KCCA to sensitize key district officials on the purpose of the mapping.
- Collect, analyze and report on existing data collected on private sector health service provision in catchment target areas.
- Develop a provisional list of private sector health facilities for review by District Health Team (DHT).
- Questionnaire Development
- Work with the DHOs and UNICEF focal person to design a questionnaire that captures all key project data point requirements.
- Field tests the questionnaire in at least 1 facility.
- Mapping:
- Systematically visit all identified private sector health facilities and collect data.
Data Synthesis and Reporting
- Produce a detailed report and dynamic map of all private health facilities, their immunization services. Develop and disseminate findings to DHOs and final mapping shared with MoH-UNEPI and Partners
Deliverables:
- Inception kick off meetings complete with attendance sheet and feedback given.
- Brief synthesis of available information on private sector health services and an annexed list of private sector health facilities
- Questionnaire developed, tested, submitted and approved for use.
- Weekly update reports
- Final report and map submitted
- Closeout mtg report
Qualifications, Skills and Experience:
To qualify as an advocate for every child you will have…
- Master’s/Advanced degree in public health, epidemiology, medicine or another relevant field.
- Minimum of 5 years work experience in Uganda with a particular focus on health facility assessments, mapping.
Knowledge/Expertise/Skills required:
- Proven experience in prior mapping of public facilities
- Demonstrated experience in managing a team of enumerators
- Familiarity with the Kampala Metropolitan Area, particularly with private sector medical providers
- Proven experience in the development of questionnaires and leading key informant interviews and focus group discussions
- Proven experience working in close collaboration with MoH and DHOs including KCCA
- Proven experience in the development of dynamic GIS maps
- Excellent facilitation skills, negotiation skills and oral and written communication skills.
