Job Summary
Action Against Hunger is seeking a highly skilled Technical Director for a five-year USAID-funded Urban Health Activity. This pivotal role focuses on overcoming urban health challenges through strengthening health systems and enhancing community health services in targeted urban areas. You will be based in Kampala, Uganda, with required travel to other project sites as necessary.
Purpose:
As the Technical Director, you will provide strategic vision and technical leadership to improve health outcomes and system efficiencies. You will guide the development and implementation of health systems strengthening strategies, ensuring they are evidence-based and adapted to the local context.
Engagement:
You will engage with local and national government bodies, non-governmental organizations, community leaders, and private sector stakeholders to maintain and enhance productive collaborations.
Delivery:
Along with the Chief of Party, you will ensure that the project’s strategies are implemented effectively, applying sound managerial and financial procedures, and adhering to USAID policies, rules, and regulations.

Essential Job Duties
Provide technical oversight and strategic direction for the project, ensuring alignment with the latest scientific research and best practices. Oversee the design, planning, and monitoring of project activities to strengthen local health authorities' capacity. Lead the development and review of project work plans, strategies, and technical documents. Facilitate the use of data and learning to improve project strategies and activities. Represent the project at national and international events, promoting thought leadership in urban health.
Supervisory Responsibilities
Oversee a diverse team of project staff, ensuring effective implementation and coordination of project activities.
Fiscal Responsibility
Maintain oversight of the project’s budget, ensuring all financial operations are transparent and comply with donor and organizational policies.
Physical Demands and Working Conditions
This position involves frequent travel and fieldwork in environments that may be physically demanding and under stressful conditions.

DO YOU MEET THE PROFILE REQUIRED CRITERIA?
Required Qualifications
A Master’s degree in public health, international development, or a related field, and at least ten years of management responsibility in international development projects. Extensive experience in urban health systems, particularly in Uganda.
Required Skills & Experience
Demonstrated technical leadership in managing health programs that involve multiple stakeholders and complex, volatile contexts. Proven experience in strategic planning, project implementation, and adaptation within donor-funded projects. Familiarity with USAID regulations and a deep understanding of the health landscape in Uganda. Excellent interpersonal skills and the ability to build and maintain relationships with government, donors, and other stakeholders. Fluency in English and proficiency in local Ugandan languages is highly desirable.
Desirable
Previous experience with USAID-funded health activities. Existing relationships with key stakeholders in Kampala, Mukono, and Wakiso.
