This Opportunity: In September 2024, Palladium was awarded the National and Community Technical Assistance Component contract of the Tackling Deadly Diseases in Africa Programme Phase 2 (TDDAP2), funded by the UK Foreign, Commonwealth and Development Office (FCDO). TDDAP2 will enhance health security across Africa, building upon African successes. The programme will contribute to the reduction of illness and death from infectious disease threats in African populations and globally, with a particular focus on women and girls. The Palladium-led National and Community Technical Assistance (TA) Component of TDDAP2 is providing TA to the Democratic Republic of the Congo (DRC), Ghana, Kenya, Malawi, and Uganda to ensure that national and community systems are better prepared and able to timely prevent, detect and respond to public health threats and outbreaks. It supports local capacity building to implement National Action Plans for Health Security priorities within the context of a multisectoral One Health, climate-informed approach that ensures gender equity and social inclusion at national and community levels. The National and Community TA Component is expected to close-out in 2027. Palladium is seeking a Technical Assistance Deployment Lead to support the effective implementation of TA across TDDAP2. Specifically, the TA Deployment Lead will work closely with country teams to principally identify and address delivery bottlenecks, enhance and streamline TA delivery processes, and quality assure programme products/deliverables. Please note that this is a full-time, one year fixed term role, with the possibility of an extension. Location: The position is intended to be based in one of the TDDAP2 National & Community Component programme countries (DRC, Ghana, Kenya, Malawi or Uganda) or the United Kingdom. Strong preference will be given to candidates with current working rights in one of these countries. Visa sponsorship will not be considered. Primary Responsibilities: Identify and address TA delivery bottlenecks: - Work with country teams to diagnose barriers to effective and timely TA delivery, including limited government engagement, unclear demand signals, or misalignment with national priorities.
- Support resolution of identified technical and operational TA challenges to enable teams to achieve programme milestones.
- Identify gaps in TA provider availability or expertise and propose alternative sourcing strategies or capacity-building solutions.
- Facilitate problem-solving and adaptive management processes to unblock stalled activities and accelerate delivery.
- Escalate systemic or persistent bottlenecks to programme leadership with recommendations for resolution.
- Support knowledge management / sharing and dissemination of best practices and lessons learned.
Facilitate, enhance, and streamline TA processes: - Coordinate the development and consolidation of annual workplans.
- Develop and refine tools, templates, and guidance to support consistent and efficient TA delivery across countries.
- Coordinate with country teams to ensure timely mobilisation of TA resources, including onboarding, deployment, and performance management.
- Monitor TA deployment workflows and identify opportunities to improve speed, responsiveness, and alignment with programme goals.
- Support country teams in planning and sequencing TA inputs to maximise impact and avoid duplication.
- Contribute to programme-wide learning on effective TA deployment, feeding insights into process improvements.
Integrating of quality into all programme activities, including: - Support to development and refinement of the annual programme workplan, TA financial and technical trackers, and all client reporting.
- Review/quality assure the Terms of Reference for TA providers.
- Review technical deliverables and products, as relevant.
- Provide mentoring and technical support to consultants to ensure harmonised and high-quality implementation across the portfolio.
Other duties: - Support strong working relationship with FCDO and other relevant UK government departments.
- Support the Team Leader and work with country teams, partners, and consultants to coordinate reporting (monthly updates, quarterly / annual reports) to FCDO, with a particular focus on drawing out key achievements and lessons.
- Support the team to prepare for and respond to Annual Reviews.
- Represent and act as an ambassador for TDDAP2 and Palladium both internally and externally at relevant meetings, events and workshops and actively seek opportunities for collaboration.
- Support and nurture strong partnerships with WHO AFRO, Africa CDC and other multilateral institutions towards improving regional health security and cohesiveness across all TDDAP2 components
Essential Criteria: - A masterâs degree or demonstrable postgraduate experience working directly in public health, epidemiology, biosciences or a health-related topic.
- Proven experience delivering technical assistance programming to high quality standard.
- Excellent project management skills, with experience developing, implementing and monitoring programme workplans.
- Exceptional communication skills, both written and verbal, with experience contributing to technical reports, and presenting at regional or global forums.
- Ability to work independently and manage multiple priorities, while ensuring high-quality, harmonised technical support across countries.
- Excellent mentoring and coaching skills, with a demonstrated ability to support staff in a matrixed supervision structure across different countries.
- Willingness to travel across programme countries (DRC, Ghana, Kenya, Malawi, Uganda)
Desired Criteria: Significant relevant experience working in epidemiology, disease preparedness and response in African settings. Understanding of and proven experience with global health security frameworks, including International Health Regulations (IHR) and National Action Plans for Health Security (NAPHS), as well as related frameworks and approaches, e.g. in One Health, Climate-Health Adaptation Planning and Risk Communications and Community Engagement.
