SPECIFIC PROCUREMENT NOTICE Request for this Cards (Two Envelope Billion Process) Country | Uganda | Name of Project: | Uganda Climate Smart Agricultural Transformation Project (UCSAIT) | Contract Title: | Supply, Delivery, Training and Commissioning of Two Wheel (single axis) Trachets, implements and Accessories | Loan No./Credit No./ Grant No.: 7261-UC | R$8 Reference No.: UCI-MAAIF-483162-GO-RFB | Issued on 15/ May/2023 | | - The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project (UCSAIT), and intends to apply part of the proceeds toward payments under the contract for the supply, delivery, training and commissioning of two Wheel (single axis) trachets, implements and accessories in two (2) Labs in 2 below. âFor this contracts the MAAIF shall process the payments using the Direct Payment disbursement method, as defined in the World Bankâs Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides for the sales through letter of credit.â
- Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites sealed jobs from eligible bidders for the supply, delivery, training and commissioning of single axis trachets, implements and accessories in two (2) Labs as follows:

RF and its open to all eligible Bidders as defined in the Procurement Regulations. - Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Fatec Cineras (including technical and non-prize factory) 70% and for Bid cost: 30%.
- Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from 9990 hours to 1700 hours at the address given below in 10.
A Pre-Bid meeting will be held on 5th June, 2025 at Uganda Climate Smart Agricultural Transformation Project (UCSAIT). Office, at Pfn 73, Baronella Road, Kampala at 1040am East African Time with an Online Virtual Meeting using zoom â A link will be shared with all registered bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register and submit their official email addresses not later than one (1 day to the date of the meeting. - The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and soon payment of a content-related fee of Uganda Shillings Three Hundred Thousand only (300,000+). The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email.
- Bids must be delivered to the address below or before 30th June/2025 to help hours East African Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked âDesmuka Borâ, and the inner envelopes marked âTetsenusa Laraâ. The bidding opened in the presence of the Biddersâ designated representatives and anyone who chooses to attend, at the address below on 30th June, 2025 at 1110 hours East African Time All envelopes marked âSecond Eviruzone Frausicoui. Purrâ all attend, unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of Uganda Shillings. Let 1: 380,000,000+ (Uganda shillings Three Hundred Eighty Million only or equivalent amount in a freely convertible currency). Let 2: 700,000,000+ (Uganda shillings Seven Hundred Million only or equivalent amount in a freely convertible currency). The Bid Security shall be set forth in accordance with Section-II Bid Data Sheet: TFB 19.1
- An option is drawn to the Procurement Regulations requiring the Borrower to approve information on the successful bidderâs beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

This project aims to enhance agricultural productivity and resilience to climate change by providing modern farming equipment to farmers. Key Responsibilities: - Supply and deliver high-quality two-wheel tractors and associated implements as specified in the contract.
- Provide comprehensive training to end-users on the operation, maintenance, and safety of the equipment.
- Ensure timely commissioning of the equipment to guarantee optimal performance.
- Adhere to all procurement guidelines and regulations set by the World Bank and the Government of Uganda.
Requirements: - Proven experience in the supply and delivery of agricultural machinery.
- Ability to provide training and after-sales support for the equipment.
- Compliance with all technical specifications and delivery timelines outlined in the bidding documents.
