Site Engineer job at Horyal Investments Holding Company Ltd

Job summary: Two Site Engineers shall be deployed according to active work fronts rather than fixed zones. They shall supervise daily works, inspect excavation and formation, monitor fill placement and compaction, coordinate survey and laboratory testing, verify reinforcement, formwork and concrete preparation, supervise lining works, raise inspection requests, record daily quantities and resources, identify non-conformances, maintain photographic records and coordinate Works Inspectors and support staff.

Key Responsibilities:

• Manage and inspect assigned active construction fronts continuously.
• Confirm that crews use current drawings, approved method statements and correct materials.
• Check setting-out information before excavation, fill, drainage, concrete or lining activities commence.
• Inspect excavation limits, formation condition and trimming and request survey/geotechnical review where necessary.
• Control fill layer thickness, moisture conditioning, compaction sequence and testing frequency.
• Coordinate laboratory and survey personnel so required tests and measurements are completed without delaying production.
• Inspect reinforcement, formwork, embedded items, joints and pre-pour readiness for structures.
• Monitor concrete placement, vibration, finishing, curing and specimen preparation.
• Inspect geomembrane/subgrade preparation, handling, anchorage and protection against damage.
• Prepare inspection requests and ensure hold points are not bypassed.
• Record daily labour, plant, quantities, weather, delays, tests, instructions and significant events.
• Raise or recommend NCRs for defective work and verify corrective actions before requesting acceptance.
• Maintain photographic records referenced to chainage, structure and date.
• Prepare daily and weekly progress quantities for management and commercial verification.

Minimum qualifications: BSc/HND Civil Engineering; 4-6 years’ relevant construction experience.

Key deliverables: Daily site reports; inspection requests; site diaries; daily quantity & resource records; photographic records; weekly production summaries; defect/NCR follow-up records.

Authority and escalation: The officer shall act within approved drawings, specifications, method statements, ITPs and delegated authority. Any safety-critical condition, major non-conformance, design conflict, material deviation, abnormal ground condition or issue with material cost/programme impact shall be escalated promptly through the defined project chain of command.

• Act as the Consultant's senior independent technical assurance representative and primary professional interface with Client management.
• Review the Client's quality-management arrangements, method statements, ITPs and critical construction procedures for adequacy.
• Review monthly construction progress, quality performance, unresolved technical matters and key risks before each visit.
• Coordinate specialist attendance to coincide with actual work fronts, hold points, NCRs and decisions requiring specialist input.
• Witness selected major hold points and verify that the Client's inspection and testing records support acceptance.
• Review major NCRs, root causes, proposed corrective actions and evidence of closure.
• Assess whether Client routine supervision and laboratory systems remain adequate and recommend targeted strengthening where gaps arise.
• Review technical RFIs, design clarifications and significant site changes from a quality and constructability perspective.
• Review section completion, testing and handover readiness.
• Provide independent advice on whether work should be accepted, corrected, further tested or referred for design review.
• Ensure Consultant recommendations are recorded clearly without assuming the Client's daily construction-management responsibilities.

• Registered Civil/Water Engineer
• Minimum 15 years professional experience
• Substantial irrigation/canal supervision experience
