Position Details Job Summary The Senior Supply Chain Officer is responsible for managing and delivering effective supply chain support in Kampala while ensuring compliance with IRC policies, donor regulations, and local laws. The role supports procurement, transportation, inventory management, asset management, reporting, and technical support to field supply chain teams. The position works closely with Program and Finance teams to ensure integrated operational systems, strong internal controls, and effective implementation of IRC supply chain policies and procedures. Key Responsibilities 1. Compliance Ensure all supply chain functions comply with IRC policies, donor regulations, and local laws. Maintain and update donor guidelines related to procurement, assets, and supply chain operations. Update IRC standards for assets and equipment procurement. Monitor supply chain budgets and expenditures. Ensure donor asset reports are completed and submitted on time. Oversee annual asset disposal processes according to donor requirements and compliance regulations. Ensure vendor eligibility screening is conducted and documented. Maintain supplier files for vendors receiving more than USD 2,500 annually. Report suspected policy violations to the Supply Chain Manager. Ensure procurement processes pass internal and external audits. Develop and implement corrective action plans where audit findings occur. Support departments in maintaining compliance. Ensure Master Purchase Agreements are established for regularly procured goods and services. 2. Training and Capacity Building Organize regular supply chain training for program and operations staff. Develop and maintain orientation packages for new staff. Ensure positive collaboration between Supply Chain and other departments. Identify staff training needs and recommend development actions. Build staff capacity in supply chain tools and systems. Work with field teams to identify supply chain requirements during budget development. Ensure staff understand procurement, transport, communications, inventory, and asset management policies. Support procurement planning for grants before implementation. Review monthly supply chain reports from field locations. 3. Staff Management Support recruitment, retention, and development of supply chain staff. Identify staffing and skills gaps. Establish clear performance objectives. Conduct six-month performance reviews. Conduct annual performance evaluations. Address disciplinary and performance issues according to HR policies. Develop staff succession plans. Monitor annual leave planning and staffing coverage. Review and approve staff timesheets, leave requests, and travel requests. 4. Systems, Documentation, and Reporting Ensure procurement documentation is complete and accessible. Monitor procurement records for compliance. Analyze procurement request tracking to improve efficiency. Prepare finance-related reports including cash projections. Ensure procurement committee members are trained. Ensure proper separation of procurement responsibilities. Monitor transport services for cost efficiency and reliability. Establish fuel consumption benchmarks for vehicles, motorcycles, and generators. Ensure warehouses and inventories are secure and properly managed. Maintain updated asset registers. Manage asset disposal according to IRC and donor regulations. Oversee communication systems functionality. Coordinate with Security teams to maintain required security standards. 5. Managerial and Supervisory Responsibilities Manage operating budgets for Supply Chain Units. Provide matrix supervision to Supply Chain staff in Imvepi and Rhino. Participate in GOMS meetings and reviews. Engage regularly with Program, Finance, and senior leadership teams. Ensure project budgets include adequate logistics and supply chain support. Coordinate with IRC supply chain teams and peer organizations. Engage with donors, government agencies, UN agencies, NGOs, and project partners to improve logistics coordination and information sharing. 6. Representation Represent IRC professionally and positively. Uphold IRC values, ethics, mandate, and organizational standards. Strengthen IRC's credibility with stakeholders and partners. Qualifications Education Required - Bachelor's Degree in: Procurement and Logistics Management; OR Related field with equivalent education and experience.
Experience Required - Minimum five (5) years of progressive professional experience in Supply Chain Management. Demonstrated leadership experience across: Supply Chain Planning, Procurement, Warehousing, Asset Management, Transport Management.
