The TVET Council invites suitably qualified, competent, and motivated candidates to apply for the following positions: Senior Research Officer Basic Function (Summary of the function). The Senior Research Officer leads and coordinates research, innovation and policy analysis initiatives of the TVET Council to generate evidence, promote knowledge management, and support planning, innovation, policy advocacy and strategic decision-making. The position identifies emerging trends, challenges and opportunities within the TVET subsector, promotes innovative solutions to strengthen TVET regulation, coordination and promotion, and facilitates the generation and dissemination of research outputs to inform policy, planning and continuous improvement. Qualifications or requirements Education requirements: - Masterâs degree in economics, Statistics, Social Sciences or a related field.
- A minimum of a bachelorâs degree in statistics, economics, social sciences or related relevant field is required.
- Training or certification in research methods and research ethics is an added advantage.
Experience needed Experience: - At least three (3) years of applied research experience within the education/public, TVET or development sector in Uganda.
- Familiarity with TVET-specific issues and Uganda's skills development landscape will be an added advantage.
Knowledge and Skills: - Proficiency in research design, and in quantitative and qualitative research tools and ethical research protocols.
- Exceptional analytical, writing and synthesis skills for producing high-impact research outputs.
- Strong networking, coordination, and communication abilities in multi-stakeholder environments.
Other provided details Physical Demands: Full Time Travel requirements: The position requires frequent field travel. - Lead the design and execution of research plans and studies at the TVET Council.
- Lead the nationwide data collection and coordination with multi- stakeholders.
- Analyse qualitative and quantitative data to produce policy papers, research reports, briefs and presentations, including benchmarking Uganda's TVET system against international best practice.
- Foster research collaborations with government agencies, universities, development partners and industry.
- Disseminate research findings through stakeholder forums, publications and other appropriate mechanisms.
- Lead the identification, development, coordination and promotion of innovative approaches, solutions and practices that enhance TVET regulation, quality assurance, coordination and service delivery.
- Participate in policy advocacy and policy, development, communication, monitoring and evaluation.
- Develop monitoring systems for tracking fundamental and emerging TVET Council and system issues.
- Support the integration of research into M&E by providing evidence for key performance indicators, risk assessments and adaptive management strategies.
- Develop and manage the TVET Councilâs research database.
- Coordinate the development and implementation of the TVET system research agenda
- Develop and maintain a knowledge management repository on Uganda's TVET system.
- Coordinate the development and implementation of the TVET Council's research agenda.
- Perform any other duties as may be assigned by the Manager, Strategic Planning, Monitoring and Evaluation.
