- Infrastructure risk management
- Monitoring of civil works
- Technical validation of infrastructure investments
The role contributes to the timely delivery of infrastructure-related programme results. Key Result Areas The successful candidate will deliver: - Verified technical reports on physical progress, construction quality, and emerging risks.
- Site inspection and mission reports with findings, risk assessments, and follow-up actions.
- Regular engineering risk reports and mitigation recommendations.
- Technical reviews and advice for the Risk Oversight Taskforce.
- Verification reports aligning physical progress, certified works, financial disbursements, and infrastructure results.
- Technical reviews of:
- Engineering designs
- Cost estimates
- Technical specifications
- Project work plans
- Lessons learned reports and technical guidance supporting Mid-Term and End-Term Reviews.
- Technical evidence supporting verification by:
- Independent Verification Agency (IVA)
- Office of the Auditor General (OAG)
- Other oversight institutions
- Integrated technical reports coordinated with procurement, finance, safeguards, and operations teams.
- Technical briefs and presentations for:
- Bi-annual progress reports submitted by the 15th day following every six-month reporting period.
- Annual performance reports submitted by the 15th day following the end of each financial year.
- End-of-assignment report submitted within two weeks after completion of the assignment or contract.
Key Duties and Responsibilities The Senior Programme Officer shall: - Review progress of civil works.
- Conduct technical site inspections.
- Identify engineering risks and recommend mitigation measures.
- Support the Risk Oversight Taskforce.
- Verify alignment between physical outputs and funds disbursed.
- Provide technical input during project preparation, appraisal, and implementation.
- Document and institutionalize lessons learned.
- Support verification of strategic infrastructure projects financed under the programme.
- Coordinate with technical and operational teams.
- Prepare reports, technical briefs, and presentations for oversight bodies.
Minimum Education Qualifications Applicants must possess: Essential - Bachelor's Degree in Civil Engineering from a recognized university.
- Master's Degree in:
- Civil Engineering; or
- Construction Management; or
- Infrastructure Engineering.
Desirable - Registration or eligibility for registration with the Engineers Registration Board (ERB) or an equivalent professional body.
Work Experience Applicants should have: - At least eight (8) years of professional experience in:
- Infrastructure design
- Construction supervision
- Infrastructure project execution
- Experience supporting public infrastructure projects, preferably within:
- Government institutions
- Development partner-funded programmes
- Demonstrated experience reviewing:
- Engineering designs
- Bills of Quantities (BoQs)
- Construction progress reports
