The role involves strategic sourcing, contract management, and promoting transparency and efficiency in procuring goods and services. Duties and Responsibilities 1. Procurement Planning & Strategy - Develop and implement procurement plans aligned with institutional objectives.
- Conduct market research and supplier analysis to identify cost-effective purchasing opportunities.
2. Procurement Process Management - Oversee end-to-end procurement (requisition processing, bid evaluation, contract awarding).
- Ensure compliance with public procurement laws, institutional policies, and best practices.
- Optimize procurement workflows for efficiency and risk minimization.
3. Supplier & Contract Management - Identify, evaluate, and negotiate with suppliers for optimal pricing and quality.
- Develop and manage contracts, ensuring adherence to terms.
- Maintain supplier relationships and resolve disputes.
4. Budgeting & Cost Control - Align procurement activities with budget allocations and financial regulations.
- Identify cost-saving opportunities and optimize expenditures.
5. Compliance & Risk Management - Ensure compliance with national and institutional procurement laws.
- Mitigate risks related to fraud, conflicts of interest, and procurement delays.
- Maintain accurate records for audits.

- Professional certification (CIPS, CPSP, or equivalent) required.
- Membership in a recognized procurement body (desirable).
Experience - 7+ years in procurement, with 3+ years in a senior/supervisory role.
- Experience managing end-to-end procurement processes (preferably in academia or public sector).
- Expertise in contract management, supplier negotiation, and compliance.
Skills & Attributes Technical Skills: - Strong knowledge of procurement laws, regulations, and best practices.
- Proficiency in procurement software & ERP systems.
