Job Purpose
To provide strategic leadership and guidance in the Management of Human Resources of
the Authority.
Key Duties and Responsibilities
i. Providing technical guidance in the formulation, review and interpretation of HR
policies, plans, strategies, guidelines, procedures and regulations for the
Authority.
ii. Coordinating the development of human resource plans of the authority.
iii. Developing appropriate performance management systems for the Authority.
iv. Managing the payroll of the Authority.
v. Taking lead and coordinating the deployment and transfer of staff in the
Authority.
vi. Coordinating the development and management of a staff reward, motivation and
retention strategy.
vii. Developing models of best practice for efficiency and effectiveness of the Human
Resource.
viii. Coordinating the development of the collective bargaining and negotiation
agreements with trade Unions.
ix. Coordinating the Implementation decisions of the Board
x. Developing training strategies for the continuous professional development of
staff.
xi. Conducting research and HR analytics for informed decision making.
xii. Establishing disciplinary and grievance management mechanisms for the Authority
xiii. Coordinating the development of an effective and secure records management
system.
xiv. Coordinating the preparation of annual work plans and periodic reports;
xv. Supervising and appraising staff.
Persons Specifications
a. Qualifications
i. An Honors Bachelorâs Degree in Human Resource Management, Organizational
Psychology, Social Sciences, Social Work and Social Administration, Arts, or
Commerce (Management) or Business Administration (Human Resource) from a
recognized University.
ii. A Masterâs Degree in any of the above fields or Management Science Majoring in
Human Resource Management or relevant professional qualification from a
recognized Institution.
b. Experience
At least twelve (12) yearsâ relevant working experience in HR practice, three (3) of
which should have been served at the level of Manager, Human Resource from a
reputable Organization.
