This is a fully-fledged department under the Office of the School Secretary, responsible for the delivery of medical, preventive, and health promotion services to the MUBS community. The role requires providing clinical and strategic leadership for institutional health services, ensuring compliance with relevant acts, standing orders, and Ministry of Health guidelines. The School Doctor will advise School Management on institutional health policies, occupational health, disease prevention, and emergency preparedness, supporting student and staff wellbeing. The centre must operate to the highest standards of medical ethics, patient safety, and service quality, aligned with national health frameworks and international best practices for university health services. Responsibilities or duties The School Doctor shall be responsible for: - Planning, organizing, and supervising the delivery of comprehensive medical services within the School Health Services Centre, including preventive, promotive, and curative care.
- Providing medical diagnosis, treatment, and appropriate referrals, in line with national treatment guidelines and professional standards.
- Developing and implementing institutional health policies, protocols, and emergency preparedness plans, aligned with Ministry of Health and MUBS requirements.
- Promoting public health and wellness programmes for students and staff, including disease prevention, mental health, reproductive health, and health education.
- Supervising and appraising medical, nursing, and support staff, ensuring professionalism, competence, and continuous professional development.
- Ensuring compliance with occupational health, infection prevention, and environmental health standards, in accordance with national laws and institutional policy.
- Maintaining proper medical records, health statistics, and reporting systems, and submitting periodic reports to the School Secretary and relevant Council Committees.
- Advising Management on health trends, risks, and interventions, to support institutional resilience and wellbeing.
- Coordinating with external health facilities, regulators, and development partners to strengthen referral networks and improve service delivery.
- Carrying out any other professional or administrative duties as may be assigned by the School Secretary or Principal in furtherance of the Schoolâs mandate.
Mandatory Requirements - An MBChB degree (Bachelor of Medicine and Bachelor of Surgery) from a recognized institution.
- A Masterâs degree in Medicine in any clinical specialty (e.g., Obstetrics & Gynaecology, Internal Medicine, Family Medicine, Paediatrics, Surgery) from a recognized university.
- Full and current registration with a valid practicing license from the Uganda Medical and Dental Practitioners Council (UMDPC).
- Must be a citizen of Ugandan, minimum 35 years of age, with no record of professional misconduct or disciplinary sanction.
Added Advantage - Diploma or Certificate in Health Service Management / Health Systems Management.
- Training in Reproductive Health / Family Planning / Post-Abortion Care.
Experience needed The applicant must have at least five (5) years working as a Medical Officer in an academic medical facility (university health centre, teaching hospital, or tertiary institution health service). Must have held a position of Clinical Head, Senior Medical Officer, or equivalent supervisory role in a health facility.
