Consultant to Conduct an Organizational Capacity Assessment (OCA) for Producer Organizations
Heifer Project International seeks to engage a qualified consultant or consulting firm to conduct an Organizational Capacity Assessment (OCA) for selected Producer Organizations under the Green Dairy Investment Program. The assignment will assess institutional strengths, identify organizational capacity gaps, and provide practical recommendations to strengthen governance, operational effectiveness, and long-term sustainability.

Minimum Requirements

Interested consultants should demonstrate:

• At least five (5) years' experience in organizational development and/or institutional capacity assessments.

• Proven experience working with producer organizations, cooperatives, or farmer organizations.

• Strong understanding of governance, financial management, and agricultural value chain development.

• Experience applying participatory organizational assessment methodologies.

• Demonstrated experience conducting Environmental, Social and Governance (ESG) risk assessments.

• Excellent analytical, facilitation, communication, and report-writing skills.

Heifer Project International invites qualified suppliers to submit bids for the supply and delivery of quality-certified pasture seeds and planting materials under the Green Dairy Investment Program.

Minimum Requirements

Interested bidders should demonstrate:

• Proven experience in supplying agricultural inputs, particularly pasture seeds and planting materials.

• Capacity to supply quality-certified products within the required timelines.

• Valid business registration and all applicable statutory and regulatory certifications.

• Demonstrated track record of successfully executing similar supply contracts.
