Establish a solar powered irrigation system in Rubanda District, Kigezi region, South Western Uganda

Background

TechnoServe is an international non-profit organization that promotes business solutions to poverty in developing countries. It is headquartered in Washington, DC, and operates in over 29 countries worldwide (www.technoserve.org ).

TechnoServe Uganda, in partnership with Wageningen University and Research (WUR), BiD Capital Partners, and PUM Netherlands, is implementing the Horticulture Market Acceleration Project (HortiMAP) in three regions of Uganda- Elgon region, Kigezi region, and the Lake Victoria crescent. HortiMAP wants to partner and collaborate with SMEs to deliver unique solutions in products, services, and opportunities that solve crucial constraints faced by FFV smallholder and entrepreneurial farmers and FFV vendors involved in the sector.

Based on the sector-wide and value chain constraints analysis, the project identified constraints hindering the development of the horticulture sector and, more so, limiting the participation of the smallholder farmers, the majority of which are women and youth. Among the various interventions planned is the support farmers with infrastructure to support improve production, productivity and competitiveness of their enterprises.

There are group of farmers in Rahasya, Rubanda district growing apples but are faced with the challenge of water for production. There were previous interventions by the district and other individuals where the water tank was installed and the water source (stream) is availiable. What is lacking now is the solar powered pumping system to pump the water to the established tank and all the works involved for distribution. For the safety of the solar system, there shall be need to secure the unit hence the need to build a small low cost structure to protect the establishment.

Objective of the call

TechnoServe, therefore, requests for Quotation and proposal from firms/entities to provide the design, construct and install agriculture solar powered irrigation systems to these horticulture farmers including the building to protect the solar system in place.

The quotation must include the engineering design of the irrigation system along with the civil and electrical engineering details, bills of quantity, listing the procedures and requirements for installation clearance, and safety measures to be considered during the installation and operation phase.

TechnoServe would want to hire a serviec of a highly competent firm to assess, desgn, install and commissison the system. The service provider/firm should propose to TechnoServe what would work best in the most cost effective (minimal cost) way for implementation.

Scope of Work

Provide detailed design irrigation facility,

Provide a material schedule and price of each items detailing the specification, make, model and all materials needed for the irrigation facility,

Site preparation and all the corresponding civil works,

Preparation of a Bill of Quantities and Cost based on market prices for each work item,

Provide the Technical Specification. They should include a detailed clarification of the item or the product and the standards or norms that must be followed during implementation,

Works Schedule: A detailed Chart of detailed works according to work items reflecting the implementation methodology of installation works,

Site visits and assessment, discussion with farmers, community/users and the district stakeholders,

Construction of the proposed facility: Construction quality control monitoring, testing and inspection,

Construction of transmission pipeline, construction of a low cost pump house,

Electro-mechanicals & other works- Supply and install suitable hybrid pump, solar panels, solar pannel mountings, all piping, cabling, earthing and lightening protection

Delivery, assembly, installation and commissioning of all irrigation systems,

Perform all test requirement, Perform commissioning services up to the official hand-over

Deliverables

Field assessemnt report submitted,

Bill of quantities and quotation submitted,

Stakeholders engaged including the district technical team,

Recommendation of the best fit system based on site assessment,

Technical drawing of the propose facility (both the solar powered pump irrigation system and the housing)

Installation of the high pressure pump-solar powered irrigstion system and cosntruction of a housing protection unit, Commissioned, tested and functional system handed over to the project beneficiaries and TechnoServe,

Anticipated Start Date

1st April 2025

Certificate of incorporation, tax registration certificate, valid trading liceinec and company form 7, 20 or 1.

Response Instructions

To ensure consideration, all responses must be submitted no later than 03/25/2025, written in English with prices stated in UGX.

All responses must:

Contain a detailed cost with applicable taxes and other charges clearly identified.

Provide requested payment terms and conditions.

Include a contact name, email address, and telephone number.

For quotes from a firm, provide a brief outline of the company and services offered, including the company’s full legal name and address, the jurisdiction of incorporation, the full legal name and country of citizenship of the company’s owners/principal officers, and the year the business was established.

If a consortium of firms or a team of consultants submits a quote jointly, the above information should be provided for each member of the team.

Only include attached files that are 10 MB or smaller in size. Do not include compressed (ZIP, RAR), executable, or other unusual file formats as these will be rejected.

Terms and Conditions

This solicitation shall not be construed as an offer by TechnoServe.

Responses must be submitted on or before the date indicated.

Any quotes that are unresponsive will be summarily rejected.

Responses to this solicitation shall be deemed binding offers and must remain valid for acceptance for no less than 90 days from the closing date of this solicitation.

Any purchases resulting from this solicitation will be governed by TechnoServe’s contractual terms and conditions, and may be subject to additional terms as required by donors funding the purchase.

TechnoServe expressly reserves the right to accept or reject any quote or to cancel the solicitation process at any time without explanation, with no liability to any respondent.

TechnoServe may, at its discretion, accept all or part of a respondent’s offer.

All information provided by TechnoServe in this solicitation is given in good faith; however, details are subject to change.

TechnoServe may require respondents to enter into a non-disclosure agreement as a prerequisite for consideration.

Respondents bear sole responsibility for all costs incurred in connection with the preparation of their response, including any third-party expenses.

All responses shall become the property of TechnoServe.

Respondents must fully disclose any conflicts of interest pertaining to this solicitation. Failure to comply may result in disqualification.
