Introduction:
Techno Serve is an international nonprofit organization that promotes business solutions for poverty in developing countries. It is headquartered in Washington, DC, and operates in 29 countries worldwide. TechnoServe’s mission is to work with enterprising men and women in the developing world to build competitive farms, businesses, and industries. It does this by linking people to information, capital, and markets.
TechnoServe Uganda, in partnership with Wageningen University and Research (WUR), Bid Capital Partners, and PUM Netherlands, is implementing the Horticulture Market Acceleration Project (HortiMAP) in 33 districts spread across three Ugandan regions: Elgon region, Kigezi region, and the Lake Victoria crescent. The project aims to catalyse SMEs to deliver unique solutions in the form of products, services, and opportunities that solve crucial constraints faced by smallholder and entrepreneurial farmers involved in the sector with a focus on 12 horticulture value chains: Tomato, Pepper, Eggplants, Cabbage, Watermelon, Pineapple, Passion Fruit, Mango, Avocado, Okra, Carrots and Onions. Over the last four years, the project has supported farmers to increase production and access to services to support business growth but recognizes the need to organize the farmers to contribute to building a resilient sector. Through an infrastructure grant or a matching grant arrangements, TechnoServe would like to identify a competent company to supply on of its beneficiary in Mbale District in Eastern Uganda with a tractor and fdisc plough.
TechnoServe therefore invite competent a competent firm to submit their quotation for the items detailed below;

Tractor Specifications:
Engine: –
Diesel, 3-4 cylinders in line with replaceable cylinder sleeves developing
Machine power (75- 85) HP at the rated speed of 2,000-2,500 rpm.
Air cleaner: –
Efficient, heavy duty type consisting of two parts: –
Pre-cleaner, followed by: Main air filter, dry or oil bath type.
Fuel system: Consisting of: –
Metallic fuel tanks of minimum capacity 60 liters, fitted with Strainer in the fuel filling opening.
Manual operated fuel lift pump.
Twin or dual stage fuel filter with replaceable elements.
Fuel injection pump with mechanical or pneumatic governor.
Lubrication system: Composed of: –
High capacity force – feed lubrication pump of gear, piston or rotary type (gear type) equipped with oil strainer.
Efficient oil filter with a by-pass valve and replaceable element.
Cooling system: –
Water-cooled system suitable for continuous operation under hot tropical climate (where ambient temperature may reach – 500c).
The system consists of: – Centrifugal type water pump, High capacity cooler radiator, High capacity fan, Thermostat.
Electrical equipment:
Heavy-duty battery 12 volts, 90-100 amps hour.
Electrical starting system.
Electric generator (alternator).
Voltage regulator.
Instrument panel: –
Temperature gauge.
Oil pressure gauge.
Fuel level indicator.
Battery charger indicator.
Tachometer (rpm).

N.B. All electrical circuits to be protected by individual fuses.
Transmission: –
Clutch: Dual or single dry clutch plate or multi disc wet type.
Gearbox: Synchronized constant mesh or sliding spur. Manual change with high and low ratio combination to provide minimum 8 forward and 2 reverse speeds.
Differential lock: Engage when necessary.
Hydraulic system: – Consisting of: –
Gear or piston type pump with pressure range 140-175 kg/cm2 and minimum lift
Capacity of 1500 kg.
Automatic draft and position control independent of implement weight or length.
Three points linkage of category II with adjustable upper arm, right lift arm and check
Chains. Check chains to be of high quality steel.
External service valve for both single and double acting cylinders with sealed coupling
Steering:-
Hydrostatic or manual with turning radius 2.5-3.5 meters.
Draw bar:-
High quality steel swinging type with adjustable height.
Minimum ground clearance 300-350 mm.
Wheels and tyres:-
Steel disc wheel
Tube tyres from rubber, heavy duty type.

Tool box fixed to the tractor with the following contents:- 3 ton hydraulic jack, Grease gun, Foot operated air pump, or tractor operated air compressor, pair of pliers ( grip type and standard), Set of open ended spanners to fit all tractor nuts and bolts, Wheel spanner to fit front and rear wheel nuts, Sun shade with protection frame.
Technical documentations: Operation and service manual (English), Workshop manual , Parts list catalogue.
Country of origin, Year of manufacturing, Tractor power (Hp & KW), Make and model.
Delivery Instructions
Delivery Location: Mbale city, Eastern region, Uganda.
Transport: Transporting the tractor and the disc plough to the delivery location is the responsibility of the supplier and the delivery fee must be included in the quotation.
Registration: The tractor must come when it is already registered (with registration number plates).
Transfer of ownership: The transfer of title of ownership to the beneficiary name is the responsibility of the supplier. The cost must be inclusive of all transfer realted fees.
Training: The supplier must conduct user training to the beneficiary upon delivery
Assembling: The tractor and plough must be delivered when it has been fully assembled and services. The equipment should be in operational state/ready to use.

If the bidder does not manufacture or produce the required goods, the bidder shall submit the Manufacturer’s Authorization to demonstrate that it has been duly authorized by the manufacturer or producer of the Goods to supply these goods in Uganda,
Past supply information- At least 3 reference/completion letters from reputable organizations with the supply of the same machine preferably in Uganda.

Administrative Requirements
The quote must include the following administrative documents at a minimum.
Company Registration Documents
Valid trading licenses,
Tax registration certificate,
Valid Tax Clearance Certificate issued by URA addressed to TechnoServe.
Response Instructions
To ensure consideration, all responses must be submitted no later than 04/03/2025, written in English with prices stated in UGX.
All responses must:
Contain a detailed cost with applicable taxes and other charges clearly identified.
Provide requested payment terms and conditions.
Include a contact name, email address, and telephone number.
For quotes from a firm, provide a brief outline of the company and services offered, including the company’s full legal name and address, the jurisdiction of incorporation, the full legal name and country of citizenship of the company’s owners/principal officers, and the year the business was established.
If a consortium of firms or a team of consultants submits a quote jointly, the above information should be provided for each member of the team.
Only include attached files that are 10 MB or smaller in size. Do not include compressed (ZIP, RAR), executable, or other unusual file formats as these will be rejected.

Any purchases resulting from this solicitation will be governed by TechnoServe’s contractual terms and conditions, and may be subject to additional terms as required by donors funding the purchase.
TechnoServe expressly reserves the right to accept or reject any quote or to cancel the solicitation process at any time without explanation, with no liability to any respondent.
TechnoServe may, at its discretion, accept all or part of a respondent’s offer.
All information provided by TechnoServe in this solicitation is given in good faith; however, details are subject to change.
