PROCUREMENT OF TWO (2) INDIVIDUAL CONSULTANTS [TEAM LEADER/PPP SPECIALIST AND HIGHWAY ENGINEER] FOR KAMPALA-JINJA EXPRESSWAY PUBLIC PRIVATE PARTNERSHIP (PPP) PROJECT -

The Government of Uganda, through the Ministry of Works and Transport (MoWT) has received financing from the African Development Bank toward the cost of the Kampala-Jinja Expressway Public Private Partnership (PPP) Project, and intends to apply part of the agreed amount for this loan to payments under the contract for selection of the Team Leader/PPP Specialist and Highway Engineer.

The services included under this project are:

1. Team Leader/PPP Specialist will lead the PPP Implementation Unit and oversee the preparation and execution of the Kampala-Jinja Expressway and subsequent PPP projects. The Team Leader will be responsible for working with different stakeholders on the development, implementation, and marketing of the Kampala-Jinja Expressway. The Terms of Reference (TOR) for the assignment can be found at www.works.go.ug.

2. The Highway Engineer will lead all facets of highway engineering on the Kampala-Jinja Expressway PPP Project and subsequent PPP projects, including alignments and ancillary features, pavements, drainage, and utility relocations. The incumbent will be able to give advice on all highway related aspects in the contract, including operations and maintenance as well as during the design, construction, and operation of the project. The duration of the assignment is thirty-six (36) months for each position.

The Ministry of Works and Transport now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
