The Republic of Uganda has received financing from the African Development Bank (AIDB) and the Climate Investment Funds (CIF) toward the cost of the Uganda Rural Electricity Access Project Phase II (UREAP II) and intends to apply part of the agreed amount from the financing to payments under the contract for the consultancy supervision services assignment in the implementation of this Project.
These consultancy services will cover: (i) review of the draft bidding documents; (ii) procurement support to the Executing Agency; and (iii) supervision of construction works, including oversight of the implementation of the resettlement action plan. Overall, the consultant's assignment will entail the supervision of following: (a) construction of 598 km of medium-voltage main-grid extensions and 2,138 km of associated low-voltage reticulations across 41 districts in central, eastern, northern and western Uganda; (b) construction of a 420 kWp solar PV mini-grid and related electricity distribution infrastructure on Damba Island (Lake Victoria); and (c) supply and installation of 257,733 main-grid connections nationwide and 1,990 connections under the Damba mini-grid over the six-year project implementation period.
The Ministry of Energy and Mineral Development (the Executing Agency) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services:

Legal documents indicating the firm's legal status, brochures and corporate profile;

Description of similar assignments;

Experience in similar conditions (i.e. sub-Saharan Africa); and
-
Availability of appropriate skills among staff.
Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Bank's Procurement Policy for Bank Group Funded Operations" dated October 2015, which is available on the Bank's website at http://www.afdb.org.

Expressions of interest (EOIs) must be delivered to the address below by 22nd July, 2026 at 1100 hours (local time) and mention "Expression of Interest (EOI)-Consultancy Supervision Services for Uganda Rural Electricity Access Project Phase II."
The consultancy firms shall submit their EOIs either physically at the address indicated below or electronically via the following email addresses: UREAPII
