Request for Expressions of Interest (EoI) for Consultancy Services to undertake an Assessment of the Impact of Sustainable Electrification of Schools and Health Centers Under the Uganda Electricity Access Scale-Up Project (EASP)Procurement Reference Number: UECC-EASP/CONS/2025-26/00009June 20261 BACKGROUNDThe Government of Uganda (GoU) with funding support from the World Bank is implementing the Electricity Access Scale-Up Project (EASP). The project aims at increasing access to energy for households, commercial enterprises, industrial parks, and public institutions nationwide, including in Refuges Hosting Districts (RHDS).Project implementation is carried out by the Ministry of Energy and Mineral Development (MEMD) and the Uganda Energy Credit Capitalisation Company (UECCC) through dedicated Project Implementation Units (PIUs). UECCC is implementing the Financial Intermediation component under the EASP that includes:i) Results Based Financing Program (RBF) that offers end-user grants extended through Energy Service Companies (ESCOs) to address affordability constraints of households and enterprises accessing off-grid solar, clean cooking solutions and productive uses of energy.ii) Credit Support Facility (CSF) that entails provision of dedicated Lines of Credit to Partner Financial Institutions (PFIs) for the on-lending of working capital facilities to ESCOs dealing in Clean Cooking Solutions (CCS), Off-grid Solar Solutions (OFS) and Productive Uses of Energy (PUE) and on-lending to End-users (households and enterprises) acquiring clean energy products.iii) The Public Institutions Program entails provision of grant financing for the provision of clean cooking solutions and solar electrification to public institutions including schools, health centers, and public water points. The program is implemented in conjunction with the Ministries of Energy and Mineral Development (MEMD), Ministry of Water and Environment (MWE), Ministry of Education & Sports (MoES) and Ministry of Health (MoH).iv) The Technical Assistance Facility that supports Energy Service Companies, Participating Financial Institutions and other key project stakeholders to build capacity and skills to address barriers to effective service delivery.UECCC intends to engage a Consultant to undertake an Assessment of the Impact of Electrification on Health and Education Service Delivery in selected Schools and Health Centers promoted by EASP. The Consultant will establish a Baseline of the key output and outcome indicators in schools and health centers that will be electrified through EASP and conduct an Endline assessment and reporting on the situational change one year after installation of the solar PV systems.UECCC now invites eligible consulting firms (âConsultantsâ) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:Minimum of 5 yearsâ experience conducting baseline surveys in Uganda, preferably within the health or education sectors.Successful completion of at least one similar assignment in the past 5 years, covering either health or education sectors.Proven track record of work on donor-funded projects in Uganda, with a portfolio of relevant assignments.In-depth knowledge of renewable energy technologies, trends, and market dynamics.Understanding of the structure and governance of public schools and health centers in Uganda.Expertise in both quantitative and qualitative data analysis, with the ability to synthesize information into graphs, charts, and infographics.Ability to design and implement surveys, interviews, and focus groups for data collection.Ability to interpret survey results, baseline reports, and financial data.Excellent communication skills for presenting findings to clients, investors, and stakeholders.Outstanding writing skills to produce concise and engaging reports.Detailed evaluation criteria are provided in the Terms of Reference at the UECCC website: www.uccc.org.ugSELECTION PROCESSThe selection of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankâs âProcurement Regulations for IPF Borrowersâ July 2016 revised November 2017, August 2018 and November 2020, September 2023 and September 2025 (âConsultant Guidelinesâ) setting forth the World Bankâs policy on conflict of interest.Consultants will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.Expressions of Interest (EOI) or any other inquiries shall be addressed to;The Managing Director,Uganda Energy Credit Capitalisation CompanyAmber House, Plot 29/33 Kampala Road, 3rd Floor, Block EP.O.
