CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Hoima and Kikwude Districts. REQUEST FOR EXPRESSION OF INTEREST FOR KINGFISHER DEVELOPMENT AREA 2D TEST LINE & 3D SEISMIC DATA ACQUISITION AND PROCESSING (RFP-CUL-LD-00855) CNOOC invites Expression of Interest (EOI) from Professional Competent Companies for provision of Services of Kingfisher Development Area 2D Test Line & 3D Seismic Data Acquisition and Processing. The project objective: The overarching objective of this seismic programme is to acquire and process high-quality fully imaged 3D seismic data that resolves the subsurface imaging challenges identified in the licence area. Specifically, the low-quality zones associated with the lake-land transition and their low underlying root causes. The programme follows a phased, decision-driven approach to ensure that the commitment to full 3D acquisition and depth imaging is technically justified, while maintaining flexibility to bypass the test phase when appropriate. Scope of Work Package 1 (Exhibit A) - 2D Test Line Acquisition and Evaluation The Contractor shall acquire, process, and rigorously evaluate one or more 2D test lines with the dual purpose of (a) optimizing the acquisition parameters and (b) judging whether the optimized (present) acquisition parameters deliver a measurable improvement in data quality over existing legacy data, particularly within the problematic lake-land transition zone. The evaluation follows a predefined decision-tree methodology, scoring basic data quality (30 points) and the uplift achieved through dedicated acquisition and processing improvements, as well as interpretative gains in structure, resolution and reservoir characterization (70 points). Package 2 (Exhibit B) â Full 3D Seismic Acquisition and Processing: The Contractor shall execute the full 3D seismic survey using the optimized acquisition parameters established from the Package 1. 2D test line evaluation, and to deliver a fully processed 3D volume including Pre-Stack Time Migration (PSTM) and PreStack Depth Migration (PSDM). The final dataset must provide the imaging uplift required to support development planning and reservoir management objectives, effectively overcoming the previously identified low quality zones associated with the lake-land transition. By applying the validated parameters at full scale, this phase ensures that the acquisition and depth imaging programme delivers a technically robust and cost-effective result. CNOOC shall have the right to select, at its discretion, Work Package 1, Work Package 2, or both Work Packages. Interested bidders shall submit, via the Company COIRID system, documents relating to the minimum requirements outlined below. (Note: Additional supporting or miscellaneous information may be provided as necessary) Minimum Requirements: -
Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector. -
Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations. The IFC Performance Standards and the International industry standards; -
Performance and/or provision of similar services, in Uganda, East Africa or international; -
Suitability of the proposed well to the scope of services and equipment in a given package; -
Financial capacity to undertake the eventual contract; -
Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda; -
Possession of relevant certification/licensing from national and international bodies; -
Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations. -
Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of the PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance. -
Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void. The minimum requirements shall be submitted through the Company COIRID system as follows: -

Only bidders who successfully and timely submit PQ documents into the system shall be considered for PQ evaluation. -
Only bidders that successfully pass the PQ stage, shall receive Request for Proposal. -
