CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Hoima and Kikwube Districts.

REQUEST FOR EXPRESSION OF INTEREST FOR KINGFISHER AND KAISO TONYA OIL FIELDS THIRD PARTY ANNUAL RESERVES AND RESOURCES AUDIT FOR THE YEAR 2026-2028 (RFP-CUL-LD-00845)

CNOOC Uganda Limited intends to conduct a resource/reserve audit of its assets in the Kingfisher oilfield and upside-Kingfisher West in Block EA3 and the Kaiso-Tonya oilfield group in the southern area of EA2. We, therefore, invite third-party companies that are qualified and willing to assist in this work to participate in the bidding.

The Scope of Work includes audit for:

a) Kingfisher Oilfield and western potential structure Kingfisher West in EA3 block.
b) Kaiso Tonya Oilfield group located in Southern area of EA2 block.

Minimum Requirements:

a) The resources/reserves audit qualification and registration in the Petroleum Authority of Uganda (PAU) is required.
b) Reserve assessment qualification is required;
c) At least 5 years’ experience for the Audit Firm and its Auditors.
d) Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector;
e) Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards;
f) Performance and/or provision of similar services, in Uganda, East Africa or international;
g) Suitably qualified and experienced personnel;
h) Operational capacity to provide the scope of services and equipment in a given package;
i) Financial capacity to undertake the eventual contract;
j) Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
k) Possession of relevant certification/licensing from national and international bodies;
l) Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.
m) Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of the PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
n) Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.

3. Only bidders who successfully and timely submit PQ documents into the system shall be considered for PQ evaluation.

4. Only bidders that successfully pass the PQ stage, shall receive Request for Proposal.
