East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Routine Inspection Contract for Pipeline Corrosion Monitoring across EACOP facilities in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania. BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES The Contractor shall supply qualified corrosion engineers/technicians, specialized high-pressure hydraulic retrieval spreads, biological sampling consumables, and ISO/IEC 17025 accredited laboratory testing services to execute routine semi-annual campaigns and ad-hoc troubleshooting services across EACOP facilities in Uganda. This covers Corrosion Coupons (CP) and Bio-Probes (BP) online retrieval, MIC evaluation and laboratory analysis, Electrical Resistance (ER) data acquisition and probe servicing, non-intrusive ultrasonic (UT) corrosion monitoring data logging and corrosion integrity campaign reporting. These campaigns cover seventeen (17) active monitoring devices across Pumping Stations (PS1 at Kabaale and PS2 at Sembabule District) and the Tilenga Central Processing Facility. MINIMUM REQUIREMENTS Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest: - Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
- Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
- Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD) and all requisite operational licenses from relevant statutory authorities in Uganda.
- Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
- ISO/IEC 17025 accreditation for chemical and microbiological testing, alongside certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
- Summary of relevant corporate experience, technical capabilities, and a proven track record in pipeline corrosion monitoring, online coupon retrieval, and MIC evaluation.
- Detailed CVs and certified qualification copies of proposed field specialists (AMPP/NACE, high-pressure retrieval certifications) and laboratory chemists/microbiologists.
- Details of available high-pressure hydraulic retrieval tools, microbiological test kits, and field diagnostic equipment.
- Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
- Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.
Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001250 - Provision of Routine Inspection Contract for Pipeline Corrosion Monitoring EACOP - Uganda. EOI submissions must not exceed 20 pages and shall be submitted in the English language. NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
