Request For Expression Of Interest (Eoi): Provision Of Pipeline Right Of Way Survey By Drone For Eacop - Uganda Reference No. Reg-00001252 tender at East African Crude Oil Pipeline (EACOP)

East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Pipeline Right of Way Survey by Drone across EACOP facilities in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Contractor shall supply certified Unmanned Aerial Systems (UAS), licensed flight crews, advanced sensors, and GIS processing software to execute aerial surveillance across the Uganda pipeline corridor, covering high-resolution photogrammetry and orthomosaic mapping, airborne LiDAR geohazard assessment, depth of cover and erosion monitoring, thermal infrared surveillance, encroachment and security detection. Above Ground Facility (AGF) inspections, and EACOP PIMS GIS data integration.

These surveys are established as a routine integrity activity. The Contractor shall execute the first in-service inspection campaign within six (6) months from the pipeline start up, followed by subsequent bi-annual (annual) campaigns.

The aerial drone survey covers approximately 393.4 km of linear pipeline alignment across ten (10) districts in Uganda, encompassing the 296 km Export Mainline from Pumping Station 1 (PS-1 Kabaale) to the Uganda/Tanzania border including 23 Main Line Block Valve (MLBV) stations and the ~97.4 km Tie-In Feeder Line from the Tilenga Central Processing Facility to PS-1 Kabaale Hub (including 6 MLBV stations), within a 30-meter pipeline right of way (ROW) width plus buffer margins.

MINIMUM REQUIREMENTS
Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest:

• Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
• Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
• Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD).
• Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
• Valid Unmanned Aircraft Operator Certificate issued by the Uganda Civil Aviation Authority (UCAA) permitting commercial aerial survey operations, alongside current security clearances, Uganda Communications Commission (UCC) frequency spectrum allocations, and aviation third-party liability insurance certificates.
• Certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
• Summary of relevant corporate experience, technical capabilities, and a proven track record in linear asset aerial surveys.
• Comprehensive CVs and valid UCAA Remote Pilot Licenses for proposed flight crew alongside certified qualifications for key GIS/photogrammetry specialists.
• Inventory and specifications of company-owned UAV platforms, LiDAR units, thermal sensors, and processing software licenses.
• Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
• Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.

Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ugeacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001252 - Provision of Pipeline Right of Way Survey by Drone EACOP - Uganda.
EOI submissions must not exceed 20 pages and shall be submitted in the English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
