East African Crude Oil Pipeline (EACOP) LTD invites suitably qualified, experienced and reputable companies, organizations or local joint ventures to express their interest in the provision of a Pipeline Intelligent Pigging Service for EACOP in Uganda. The EACOP Project involves the construction and operation of a buried 1,443 km cross-country heated pipeline transporting crude oil from Kabaale, Uganda, to Tanga, Tanzania's East coast for export. It spans 296 km across ten (10) districts in Uganda and 1,147 km across eight (8) regions and twenty-five (25) districts in Tanzania. BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES The Contractor shall provide specialized intelligent pigging tool spreads and tracking systems to perform intelligent pigging inspection campaigns across Uganda's pipeline sections. This includes: - Export Mainline Segment 1 from Pump Station 1 in Kabaale to Pumping Station 2 in Sembabule, 184.5 km, equipped with 11 Main Line Block Valves (MLBV), featuring Dual Diameter (DD) traversing 1,010.10 mm WT x 2.5 and 432 mm WT x 4.2 mm (possible XS) and 1,176 mm x 12.58 mm (DD), water/well/roadway crossings (14.02 mm WT), and heavy-wall hot induction bends (up to 16.77 mm WT x 5.7 mm x 1.5 km). Sections transition from 18" (457.0 mm) to 16" (406.4 mm) pipe, consisting of 11 Main Line Block Valves.
- Export Mainline Segment 2 from Pumping Station 2 to the cross-border receiver at Pumping Station 3 in Mubende, Tanzania, 220.8 km, equipped with 11 Main Line Block Valves (MLBV), featuring Dual Diameter (DD) traversing 1,010.10 mm WT x 2.5 and 432 mm WT x 4.2 mm (possible XS) and 1,176 mm x 12.58 mm (DD), water/well/roadway crossings (14.02 mm WT), and heavy-wall hot induction bends (up to 16.77 mm WT x 5.7 mm x 1.5 km). Sections transition from 18" (457.0 mm) to 16" (406.4 mm) pipe, consisting of 11 Main Line Block Valves.
- An optional Tie-In Feeder Line from Central Processing Facility CPP-Tilenga to Pumping Station 1, 97.4 km, equipped with 6 Main Line Block Valves.
- The inspection program is structured in a phased execution. The Contractor shall execute two (2) segments in Uganda during the 2027 operational year. The scope encompasses pre-inspection cleaning, gauging, deformation inspection, high-resolution magnetic flux leakage (MFL)/UT/EMAT, high-resolution XYZ mapping, accuracy, geometrical deformation and mapping inspection tools under strict HSE rules, and comprehensive data analysis and reporting services, adhering to EACOP's Pig Management Plan. All proposed inspection tools, caps, discs, and sensor arrays must seamlessly navigate multi-variable pipeline geometries, including bends with radii as tight as 10.10 mm WT x 5.7 mm x 1.5 km (DD), water/well/roadway crossings (14.02 mm WT), and heavy-wall hot induction bends (up to 16.77 mm WT x 5.7 mm x 1.5 km). Sections transition from 18" (457.0 mm) to 16" (406.4 mm) pipe, consisting of 11 Main Line Block Valves.
MINIMUM REQUIREMENTS Companies, organizations, or local joint ventures are invited to submit the following in support of their Expression of Interest: - Certified corporate registration documents, including a valid Trading License, Certificate of Incorporation or Registration, a recent search from the Uganda Registration Services Bureau (URSB), and evidence of current statutory particulars and filings under the Companies Act, 2012 and the Companies Regulations, 2023, as applicable to the legal form of the applicant.
- Uganda Revenue Authority (URA) TIN registration and valid Tax Clearance Certificate (TCC).
- Evidence of active registration on the Petroleum Authority of Uganda (PAU) National Supplier Database (NSD).
- Statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.
- Valid operating licenses, safety accreditations, and technical authorizations relevant to intelligent Pigging in Uganda.
- Certified Quality, Health, Safety, and Environmental (QHSE) management systems complying with ISO 9001, ISO 14001, and ISO 45001.
- Summary of relevant corporate experience, technical capabilities, and a proven track record in executing similar assignments in the oil and gas industry, including at least two (2) completed assignments of similar scope and complexity.
- Detailed CVs and certified qualification copies of proposed key personnel (ASNT Level II/III certified analysts and field engineers).
- Inventory list of company-owned equipment, including cleaning/gauging pigs, high-resolution inspection tools, Above-Ground Markers (AGMs), tracking equipment, and relevant data analysis software.
- Proof of financial capacity, including audited financial statements for the last three (3) consecutive years.
- Company policies on Anti-Corruption, Anti-Bribery, Compliance, Business Ethics, and Human Rights.
Companies, organizations, or local joint ventures with the required capacity are invited to submit an Expression of Interest (EOI) by email, including the listed documents, to procurement.ug eacop.com (maximum size 20 MB) no later than 17:00 EAT on 24th October 2026. The email subject must be: REG-00001256 - Provision of Pipeline Intelligent Pigging Services for EACOP - Uganda. EOI submissions must not exceed 20 pages and shall be submitted in the English language. NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or local joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement, receive an invitation to bid as a confirmation of the Call for Tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
