East African Crude Oil Pipeline (EACOP) LTD. ("EACOP LTD") invites experienced and reputable joint ventures, companies or organizations to submit an Expression of Interest for the implementation of a single cross-border Energy Management System (EnMS) Software Platform.
OPERATION OVERVIEW
EACOP involves the operation of a buried and cross-border 24 inches heat-traced pipeline to transport crude oil for a minimum life span of twenty-five years from take Albert area in Uganda to the Chongoleani peninsula in Tanga in Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 296km will be in Uganda and 1,147 km in Tanzania. The EACOP System comprises of six Pump Stations, two Pressure Reduction Stations, Electrical Substations, power supply, Electrical Heat Tracing Cable, Block Valve Stations and the Marine Tank and Terminal (MTT) located in Tanga, composed of an Arrival Pressure Reduction Station (PRS3), a tank farm and the Load Out Facilities (LOF) for vessel loading.
BRIEF DESCRIPTION
EACOP intends to improve energy utilization visibility, operational efficiency, cost control, carbon emission performance, and compliance readiness through the deployment of an EnMS platform. The platform shall be integrated with various existing operational and monitoring infrastructure, SCADA systems, building management systems, PLCs, utility billing data, and other operational data sources where applicable. The system should support real-time and historical energy monitoring, automated reporting, energy performance analysis, ISO 50001 aligned workflows, and continual improvement of energy performance.
OBJECTIVES
The objectives of this EoI are to:
Identify experienced and reputable joint ventures, companies or organizations with proven EnMS software platforms or integration capability, experience in similar industrial or energy management projects, financial capability, availability of local support in Tanzania and/or Uganda.
Understand available platform capabilities, integration options, deployment models, and support services; Obtain indicative information on solution approaches, implementation timelines, and commercial models.
INDICATIVE SCOPE OF THE SERVICES
⢠Supply and configuration of an EnMS software platform.
⢠Integration with existing meters, substations, SCADA, BMS, PLCs, RTUs, and databases.
⢠Collection of electricity, fuel, gas, water, or other utility data.
⢠Development of real-time dashboards and historical trend reports.
⢠Energy baseline and Energy Performance Indicator configuration.
⢠Significant Energy Use identification and monitoring.
⢠Alarm and exception reporting for abnormal consumption and performance.
⢠Carbon and emissions reporting using configurable emission factors.
⢠ISO 50001-aligned reporting and documentation support.
⢠User training, system documentation, commissioning, and post-implementation support.
MINIMUM REQUIREMENTS
Interested international/local companies or joint ventures expressing their interest must provide:
- Technical capability that addresses the scope of service.
- Industry experience: Industrial plants and manufacturing, Oil and Gas facilities, utilities and infrastructure, commercial buildings, multi-site operations.
- Implementation and support capability: project management and implementation methodology, availability of qualified personnel, ability to conduct site assessment, integration design, testing, and commissioning etc.
- Legal registration in both countries (attach copy).
⢠Tanzania: Valid business licenses; Certificate of Incorporation and BRELA search; Registration with EWURA Local Supplier Service Provider (LSSP) database (or evidence of application); Tanzania Revenue Authority registration and clearance; Compliance with Local Content Regulations (2017) and Petroleum (Local Content) Regulations, 2017 and local registration and ownership documents; valid registration with Uganda Revenue Authority and valid Tax Clearance. - National/ Local Content:
⢠Knowledge & Technology Transfer Plan: Must be able to demonstrate commitment to transfer technical knowledge to the host countries specifically through Technology transfer initiatives related to the scope of services required.
⢠Mandatory Cross-border Requirement: Must demonstrate commitment to a subcontracting plan in the host countries with clearly defined country responsibilities. - Financial capacity: To be demonstrated for each required including submission of audited financial statements for the last three [3] years and a bank reference letter demonstrating financial strength to support operational continuity.
- Evidence of a Quality, Health, Safety and Environment (QHSE) and Management system, organization, and process in compliance with ISO 9001, ISO 14001 and ISO 45001 standards.
- Proof of Anti-corruption, Anti-bribery, Human Rights and Compliance policies.

Email subject shall be: REQ-00001215: Provision of an Energy Management System Software Platform for the EACOP System. Statements of EoI should be no more than ten [10] to twenty [20] pages long. All Expression of Interests should be submitted in the English language.
