He/she is the driving force behind the programmatic development of social missions within his/her technical scope, and ensures that the quality and impact of the projects implemented in the region are optimised, in line with the priorities defined in the Technical Strategies. The RTHoP is responsible for a team of Regional Technical Specialist and a regional MEAL. He/she actively participates in the progressive structuring of the East Africa Division in accordance with HI's organizational principles, prioritizing the development of skills within the business line.⯠Mission 1: Management - Exemplary Manager: embodies HI's values daily and acts as a role model.
- Meaningful Manager: understands the strategy, explains it, translates it into operational objectives for their team, and drives the necessary changes
- Manager: organises the operational management of their team, structures work around identified processes, drives performance, and facilitates problem solving.
- First HR Manager & Coach : contributes to the development of their employees by creating the conditions for their engagement, professionalization and attachment to HI. Ensures compliance with the code of conduct, Institutional policies, and the expected individual and collective mindset and behaviours.
Mission 2: strategy and technical leadership - Proposes the development of the programmatic framework of the regional StratOp
- Ensures the deployment of cross-cutting approaches within programming
- Proposes the design and evolution of the regionâs technical support, based on the skills of the technical specialists and technical profiles assigned to the projects
- Contributes, at least once a year, (regarding its projects and data) to the annual monitoring of the regional StratOp and to the planning of the following year's programmes
- Ensures the MEAL part of the Operational Strategy, pilots the related action plan and the strategy monitoring tool.
Mission 3: Development of the social mission and programmatic vision - Defines the programme's funding strategy for new themes or innovations in existing sectors, ensures the development of opportunities for each theme within its scope, proposes the geographical development of HI sectors
- Provides support to the Regional Director Director and Country Managers/Directors in considering the development of new value propositions
- Contributes to the development of the regional fundraising strategy
- Produces and drives the design of major projects (multiple countries, one or more themes) or new projects in the region.
- Identifies and develops regional partnerships and/or consortia with NGOs, institutions, companies on technical priorities or important themes in the region.
Mission 4: Quality standards and expertise with the MEAL and technical profiles of the Region Controls and monitors the technical quality and relevance of HI activities within its scope: - Ensures that project teams receive appropriate technical and methodological guidance and support from MEAL team members and specialists based at headquarters or at region level.
- Ensures quality control of projects, raises alerts and recommendations.
- Ensures a local sectoral watch and collects good practices.
In connection with the MEAL missions: - Ensures the improvement of the quality of project management processes, as defined by the Project Quality Policy (PQP)
- Leads the improvement of HI's response, including the implementation of impact and effect measurement tools.
- Establishes mechanisms for accountability to beneficiaries.
Ensures that regional specialists develop a professional channel/talent pool and contributes to the animation of the professional channel of the technical divisions and the MEALs. Ensures the development of research and innovation projects in the region, when appropriate. Ensures deployment and compliance with global frameworks, institutional policies and standards. Mission 5: Ensure external representation and promotion of HI's expertise in its field - Represents HI's expertise in all relevant networks
- Supports the regional specialists and the RD in the representation towards partners and donors
- Contributes to advocacy on specific issues, in line with the StratOp and federal advocacy priorities.
- Contributes regionally to communication messages
Mission 6: Emergency preparedness and response Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure a rapid and effective response from HI. CHARACTERISTICS OF THE POSITION: The security situation in the region varies from country to country, with some areas affected by tensions or travel restrictions, particularly in Somalia, South Sudan and Sudan. Appropriate risk management mechanisms are in place to ensure the safety of teams. Requirements - At least 5 yearsâ proven experience in Operations or technical fields and team management in an international humanitarian context (Experience with HI will be a strong asset)
- Strong leadership skills with the ability to work with multicultural teamsâ¯
- Strategic thinking and capacity to develop operational and partnerships strategy at regional level
- Mastery in management of institutional fundings
- Excellent skills with the ability to represent HI externally and promote its mandate, expertise and added value
- Fluency in English is required (fluency in French is an asset)
