JOB DETAILS: Overview: URC under the USAID Uganda Health Activity (UHA), a five-year program is supporting the Ministry of Health’s Standards, Compliance, Accreditation and Patient Protection Department (SCAPP-D) to recruit Regional Quality Improvement Officers. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, facility-level WASH services, and health systems at the regional-, district-, facility-, and community levels. Responsibilities: The Regional Quality Improvement officer in the respective regions will effectively plan and implement activities to 1) build the capacity of the Regional Referral Hospital team, Partners, and districts to implement Quality Improvement plans and strategies, 2) support the community health department to coordinate regional quality improvement activities 3) support monitoring and reporting of the regional Quality improvement activities. Specific responsibilities include the following: • Provide technical support to the Regional Referral Hospital and Regional Quality Improvement Committee to. • Improve the functionality of the QI committees and teams at the regional, district and health facility levels to use data to improve healthcare outcomes. • Develop the regional QI work plans and budget and track its implementation. • Advocate and mobilize resources to implement the regional QI plan. • Coordinate QI activities including coaching and mentoring in collaboration with other stakeholders through the Hub and Spoke Model. • Identify training needs and coordinate sustainable capacity-building efforts for regional and district QI coaches to support QI activities in the region. • Provide leadership for the implementation of national and regional QI collaboratives: • Liaise with the MoH teams to roll out the national QI collaborative including orientation of regional and district teams. • Adapt, develop, and pilot QI tools including, data collection tools and coaching guides. • Support to set up and manage the regional QI collaboratives based on the regional priorities. • Coordinate and share regular updates on the QI collaborative progress at national and regional platforms. • Support to set up and manage the learning virtual platforms to accelerate the sharing of best practices across health facilities. • Reporting and documentation of the Quality Improvement activities: • Coordinate and organize regional learning sessions and performance reviews and support to document and disseminate learning. • Consolidate Quarterly Regional QI Reports to the RQIC and Ministry of Health. • Maintaining an updated database on training in the iHRIS and other relevant databases. • Increase access and support the use of the national QI database. • Lead the documentation of reports including bi-weekly progress reports, quarterly/ semi/annual and adhoc reports as required. • Any other related duties assigned by the Hospital management Qualifications: Required Experience and Qualifications • Degree in Medical fields such as MBChB, Nursing, and related fields and should be Registered with the relevant Professional Councils. • Candidates possessing a Master’s in Public Health or Health Services Management. • Five (5) years’ experience in Health Services Management in Public Health Care Setting. • A minimum of four (4) years of experience in the coordination and implementation of quality improvement activities at the regional/ national level. • A minimum of two (2) years’ experience implementing WHO QoC standards across the health system and adequate knowledge of the Ugandan QI/QoC implementation guidelines. • Demonstratable experience in designing Quality improvement collaboratives. • Demonstratable experience working with multiple stakeholders. Other applied knowledge and skills: • Demonstrable excellent written and oral communication skills and must be able to communicate and coordinate effectively with GoU counterparts, donors, and partners. • Excellent organizational and analytical skills. • Ability to manage online platforms to coordinate learning meetings.
