The overall objective is to strengthen institutional readiness to plan for, manage, and attract international climate finance. This assignment may last 2-6 months, and the expert shall be based in Kampala, Uganda. This may include: - Working to support the creation and set-up of a new national climate finance organisation
- Working with different parts of the Ugandan government to develop tools, frameworks, or roadmaps to improve access to international climate finance
- Strengthening the alignment between climate priorities and national planning and budgeting processes
- Advising on institutional arrangements to enhance climate finance readiness
- Helping lay the groundwork for implementation of climate-aligned PFM reforms
Required Expertise Please apply if you have the following expertise - - Familiarity with Ugandaâs climate and public finance management systems and experience that speaks to that is essential. Experience in other countries in Sub-Saharan Africa such as Kenya, Tanzania and Rwanda is an added advantage
- Strong technical knowledge of climate focused public financial management (PFM) systems
- Strong written and spoken communication skills in English
- Demonstrated experience supporting governments to design or operationalise national climate finance mechanisms or vehicles
- Familiarity with international climate finance including funds such as the Global Green Growth Institute (GGGI), and the IMFâs Resilience and Sustainability Trust (RST)
- Ability to develop implementation plans and roadmaps grounded in both international best practice and local institutional realities
- Ability to deliver high-quality technical reports
- Strong coordination and stakeholder engagement skills, with experience working across government, development partners, and multilateral institutions

- Comply with ASIâs Duty of Care and security procedures designed to ensure safety of personnel and notify the Senior Programme Manager of any incidence that threatens the security of personnel or assets of the project.
- Understand and strictly adhere to ASIâs Code of Conduct.
