Job Title:  Project Officer -Child protection  Organisation: LWF World Service (LWF) Duty Station: Adjumani, Uganda Reports to: Sub Program manager  About the Company: LWF World Service is the humanitarian and development arm of the Lutheran World Federation. Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively. Job Summary:   nder the guidance of the Protection Coordinator, the Project Officer is the technical officer responsible for implementing child protection activities. S/he will lead a team to plan and undertake quality, real time and effective intervention in line with existing child protection frameworks in an age, gender and diversity inclusive manner. The incumbent is responsible for enhancing the team’s capacity to identify child protection risks, analysis of data, and report according to LWF Uganda and donor guidelines while fostering continuous learning and improvement. The CP Officer shall ensure excellent relationships with all stakeholders involved in Child Protection programming within the Programme Area including operating partners, OPM, UNHCR and the District Local Government. Key Duties and Responsibilities: Program Planning and Implementation - Lead the implementation of all child protection activities ensuring they are implemented within the national and international quality standards.
- Coordinate, plan, and supervise child protection activities, ensuring alignment with the project’s objectives, work plan and agreed timelines in consultation with the supervisor;
- Develop project activity concept notes based on the proposed implementation strategies and project logic and orient project assistants to ensure harmonized approaches to deliver activities.
- Ensure child protection is mainstreamed across all relevant sectors within the sub-programme
- Lead and supervise the provision of high-quality case management services for children at risk and their families. Where challenges arise, ensure that these are flagged early, communicated to the Protection Advisor and addressed in an appropriate way.
- Ensure compliance with donor and organizational policies, including PSEA, GBV risk mitigation, and child protection standards.
- Provide ongoing support supervision and monitoring to project assistants, case management supervisors and community structures to ensure the delivery of child protection services.
Case Management - Technically support the identification and documentation of vulnerable children including separated and unaccompanied children and children at risk.
- Provide technical support for community awareness on identification of vulnerable children, child rights and general child protection.
- Conduct community consultation on alternative care arrangements for unaccompanied and separated children.
- Refer cases with speci?c needs to the competent service providers, follow up and document referred cases.
- Ensure that follow-up visits are conducted for children in alternative care arrangements, quality of activities at the Child Friendly Space (CFS) and other settlement-based activities.
- Report any violation of the child protection Code of Conduct in line with the LWF’s policies. Work with cultural sensitivity and respect the dignity of vulnerable children, families and members of the host communities at all times.
- Conduct focus group discussions with parents, children (boys and girls), according to age-groups to understand the different gender roles and preferences of activities to inform interventions.
Community Engagement - Liaises and consults regularly with the relevant local authorities, community leaders, civil society/non— governmental organizations, collaborating/implementing partners and other stakeholders where appropriate, in conjunction with the Team Leader, in relation to the planning, designing and implementation of all the community-based project activities;
- Coordinates closely with the bene?ciaries and local community leaders to ensure ef?cient execution of project activities and optimum utilization of project resources;
- Carry out periodic community dialogues and awareness on child protection
- Promotes child participation in all project activities, supporting children’s clubs within the project intervention areas.
- Mentors the community-based structures to carry out interventions that prevent child abuses in the target community and take appropriate action to ensure ef?cient and effective performance;
Financial management / Budget Monitoring & Control - Initiate payment requisitions for project activities.
- In Liaison with the supervisor, develop accurate monthly expenditure projections and budget revisions for the CP sector according to donor standards;
- Initiate procurement and supplies of project activities in accordance with LWF procurement policies and procedures.
- Keep track of all CP budgets and ensure that activities are within the assigned budgets and fully accounted for according to the LWF accountability guidelines;
- In liaison with the supervisor, review financial reports to track expenditures and provide feedback to the responsible Accountant.
Human Resource Management - Lead and manage supervisees by ensuring clarity over work plans and priorities, providing supportive supervision, guidance, and mentorship, and fostering effective teamwork and inclusiveness.
- Supervise Project Assistants to implement project activities and deliver child protection services, including creating and maintaining safe spaces for children in isolation and unaccompanied and separated children (UASC).
- Advise and assist in defining the required team composition and structure for the operational program in accordance with LWF’s standard structure.
- Identify capacity gaps among the project assistants and enhance their capacity for peak performance (case management; BIAs, BIDs)
- Set clear performance objectives for all direct reports during appraisals and ensure timely appraisals for all team members with appropriately set objectives.
Monitoring, Evaluation and Reporting - Provide oversight and guidance for project monitoring, evaluation, and learning activities, ensuring data consolidation for high-quality reporting.
- Contribute to the development and updating of project M&E systems, including performance indicators and activity trackers.
- In collaboration with the M&E unit, oversee the collection, handling, analysis, and reporting of data related to child protection activities.
- Develop activity and budget tracking tool, and use on a monthly basis to track and report on activity and budget management.
- Compile weekly, monthly, and quarterly project performance reports, and provide actionable feedback. Identifies emerging challenges with Progresv4 and works closely with UNHCR Focal Point to address the challenges.
- Organize feedback sessions with project stakeholders to assess project quality and update them on deliverables, promising practices and innovations to inform CP programming.
Coordination and networking - Represent LWF in district coordination meetings in the child protection working group Network with INGOs, NGOs, the UN, and local government authorities to create awareness of the project activities and plan joint activities/events whenever possible.
- Undertaking any other related tasks, or other responsibilities as may be assigned by your supervisor
Qualifications, Skills and Experience: - Education: Bachelor’s degree in Social Work, Social Sciences, Development Studies, Community Psychology, or a related field. A postgraduate diploma in Project Planning and Management is an added advantage.
- Experience; A minimum of five years of experience in managing grants and implementing community-based child protection or GBV-related programs, especially in humanitarian or emergency settings.
- Demonstrated experience in donor-funded programs, including rigorous reporting requirements typical in humanitarian contexts.
- Experience working with diverse stakeholders to establish and maintain effective partnerships.
Special Skills, Aptitude, or Personality Requirements - Strong project management skills, including managing budgets and producing high-quality reports.
- Extensive knowledge of child protection policies and national guidelines on child safeguarding.
- Knowledge and experience in Gender and SGBV/PSEA programming are desirable.
- Strong interpersonal, communication, and presentation skills, with fluency in English.
- Proven track record in capacity building, stakeholder engagement, and fostering collaboration within diverse teams and communities.
- Ability to analyze information, evaluate options, and plan strategically.
- Team player with leadership and team management skills, including planning, organizational, and time management abilities.
- Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities.
- Flexible, network-builder, able to handle pressure, and willing to work in the field.
- Knowledge of MS Office applications (Word, Excel, PowerPoint).
- Ability to ride a motorcycle is an added advantage.
