We have worked across States responding to emergencies and working with communities affected by crises and the aftershocks to rebuild their lives for a better future, with particular focus on those subjected to harmful practices including women, men, boys and girls. In partnership with local communities, we assist them go through the disabling process and help them access protective environments. We also work with the deprived and displaced communities to access essential services that impact on their life outcomes including in Protection, Health, Nutrition and WASH Sectors. We are therefore seeking an experienced, qualified, and highly motivated individual with strong ethical conduct to join our South Sudan Program as a Project Officer for a soon to commence project in Terekeka County. Reporting to the Programme Manager based in Terekeka, the successful candidate will be based in Terekeka and shall oversee the implementation of the new protection project in Terekeka Country. JOB PURPOSE The Project Officer will provide leadership and support the implementation of quality community-based protection programming offering Child Protection, Mental Health, Psychosocial Support (MHPSS) and Gender Based Violence protection and referral services to displaced and host communities in Terekeka County, Central Equatoria State. The incumbent will be expected to provide overall management of the project, and technical oversight and supervision to staff working with the community and within the women and girlsâ safe spaces to be established, to ensure all activities are planned and conducted in accordance with IsraAID Standard Operating Procedures and within the protection sub-sector global guidelines. This position involves close coordination and working with the government offices, stakeholders and partners in the County, and the position holder will also serve as a focal point for IsraAID SSD on technical matters relating to CP, MHPSS and Gender Based Violence (GBV) service provision in the County. Key Duties and Responsibilities: Project Implementation, Outreach, and Community Engagement - Provide overall oversight and day-to-day management and monitoring of project activities to ensure timely and effective implementation in line with approved work plans, targets, and organizational standards.
- Supervise project staff, providing technical guidance, mentorship, and supportive supervision to enhance capacity and project effectiveness.
- Lead outreach activities in Terekeka, with a focus on Women and Girls Friendly Spaces (WGFS), targeting different categories of women, girls, and vulnerable groups, including the elderly and persons with disabilities.
- Plan and deliver community awareness sessions through door-to-door visits, group discussions, information sharing, and community dialogues on protection, GBV, child protection, and PSEA.
- Develop and implement age-appropriate and group-specific activities and services for women, adolescent girls, and children in WGFS and surrounding communities.
- Ensure protection and GBV are mainstreamed in all related interventions, including dignity kit provisions, school-based protection and child protection activities, and NFI distributions.
- Identify and adapt appropriate protection, GBV, and child protection information, education, and communication materials for different project target groups
- Organize and facilitate meetings, community dialogues, and coordination forums with participants, community structures, and other stakeholders.
- Promote safe, inclusive, and confidential engagement with women, girls, and other vulnerable groups, ensuring meaningful participation and feedback.
- All activities related to building the capacity of community volunteers and local actors on protection, GBV prevention, PSEA, and referral processes can fall here, as they are directly linked to community engagement and Project delivery.
- Participating in staff coordination, planning, and review meetings is also essential, as it strengthens supports team cohesion and ensure alignment around on field activities and outreach strategies
Protection, Case Support, and Coordination - Lead the delivery of protection-focused services, ensuring that GBV, child protection, and psychosocial support concerns identified within the community are safely and appropriately referred.
- Maintain effective coordination with relevant humanitarian actors, service providers, local authorities, and community leadership to strengthen referral pathways, enhance collaboration, and prevent duplication of efforts while ensuring systematic mapping of available partner services in the target locations to support effective referrals and coordinated protection responses
- Design, establish, and support feedback and complaint mechanisms that are age-, gender-, and diversity-sensitive, accessible to women and girls, and responsive to the needs of at-risk groups, and responsive to community protection concerns
- Document and escalate protection risks, community concerns, and service gaps through appropriate internal reporting channels and external coordination mechanism.
- Work closely with partners and stakeholders to strengthen case referral systems, referral follow-up, and support the delivery of survivor-centered response services.
- Actively Participate in internal and external coordination platforms, including protection, GBV, child protection and community-based coordination meetings, ensuring effective representation of the project and IsraAID visibility.
- Represent the project in relevant field-level meetings as delegated by the supervisor or management.
- Support the strengthening of community-based protection structures and help build linkages between communities and available service providers.
- Contribute to ensuring that all interventions uphold confidentiality, informed consent, safety, dignity, and do no harm principles.
