We are seeking an experienced, commercially minded and detail-oriented Project Financial Controller to oversee project finances, strengthen cost controls and support the profitable delivery of our projects. Position Summary The Project Financial Controller will be responsible for project budgeting, cost control, cash flow forecasting, financial reporting, billing, receivables management, profitability analysis, tax compliance and financial risk management throughout the project lifecycle. The successful candidate will work closely with Project Managers, Engineers, Quantity Surveyors, Procurement, Commercial and Finance teams to ensure projects remain within approved budgets, maintain healthy cash flows and achieve targeted financial returns. Key Responsibilities The successful candidate will: - Prepare, maintain and monitor detailed budgets for individual projects.
- Monitor actual expenditure against approved budgets and investigate cost variances.
- Prepare cost-to-complete forecasts and projected final profitability reports.
- Develop and regularly update project cash-flow forecasts.
- Coordinate the timely preparation and submission of project invoices, interim payment applications and supporting documents.
- Monitor outstanding receivables, payment certificates, retentions and overdue invoices.
- Maintain project profit-and-loss reports covering revenue, expenditure, gross margins, commitments and cash position.
- Review contracts, purchase orders and commercial agreements to identify financial obligations, payment terms, taxes, retentions, advance payments and foreign-exchange exposure.
- Track the financial impact of variations, additional works, claims and change orders.
- Monitor purchase orders, subcontracts and other financial commitments against approved project budgets.
- Review supplier invoices and subcontractor valuations before payment.
- Ensure the correct treatment of VAT, Withholding Tax, PAYE, EFRIS and other applicable statutory obligations.
- Conduct periodic site visits to verify expenditure, material utilisation, equipment deployment and reported project progress.
- Establish and enforce effective project financial controls to prevent unauthorised expenditure, wastage, and duplication and revenue leakage.
- Identify financial and commercial risks and recommend appropriate mitigation measures.
- Prepare weekly and monthly project financial reports for management.
- Coordinate the financial closeout of completed projects, including final accounts, claims, retentions, reconciliations and profitability assessments.
- Support internal and external audits by providing complete project financial records and reconciliations.
- Provide timely financial and commercial analysis to support management decision-making.
Essential Qualifications and Experience Applicants must have: - A bachelorâs degree in Accounting, Finance, Commerce, Business Administration or another relevant discipline.
- At least five years of relevant experience in project finance, project accounting, cost control, commercial finance or management accounting.
- Practical experience in project budgeting, cost forecasting, cash-flow management, profitability analysis and cost-to-complete forecasting.
- Strong knowledge of Ugandan taxation requirements, including VAT, Withholding Tax, PAYE and EFRIS.
- Advanced Microsoft Excel and financial-modelling skills.
- Experience using accounting or ERP systems.
- The ability to interpret contracts, Bills of Quantities, purchase orders and commercial terms from a financial perspective.
- Strong analytical, reporting, communication and problem-solving skills.
- High integrity, confidentiality, attention to detail and financial discipline.
- The ability to work independently and collaborate effectively with multidisciplinary teams.
- The willingness and ability to travel regularly to project sites across Uganda.
