The role involves effective management of project functions, stakeholder engagement, and compliance with local regulations and Colasâ policies to achieve operational excellence and sustainability. Responsibilities - Report directly to the Project Steering Committee (Steerco) and implement the approved Project delivery strategy.
- Act as the Contractorâs Representative in interactions with the Project Employer and Employerâs Engineer.
- Represent Colas in all project-related matters with local authorities.
- Manage various Project functions and sections, ensuring effective coordination and communication among teams.
- Maintain and update the Project delivery program to ensure adherence to timelines.
- Ensure that all necessary permits for project operations are valid and current in compliance with local authorities.
- Implement and ensure compliance with Colas SHEQ Management Plans and reporting systems for the organization, sub-contractors, and consultants.
- Adhere to the approved Environmental & Social Management Plans (ESMP), reporting on performance indicators.
- Validate suppliers, service providers, and subcontractors in collaboration with the Country Manager, seeking Steerco approval for major appointments.
- Establish terms of reference, define scope, and set conditions for supply.
- Manage project content compliance with financing conditions and report as necessary.
- Develop programs for skill transfer to local subcontractors and employees.
- Ensure adherence to Colas' ethics policies in Supply Chain management.
- Propose an organizational structure to Steerco that aligns with project objectives, including financial targets, SHEQ, and planning.
- Ensure transparent and fair recruitment processes under Colasâ ethics and local legislation.
- Liaise with Colas' HR department on recruitment and employment matters.
- Adhere to the approved Project Budget and manage claims for payments in line with the contract.
- Validate expenses charged to the Project within the limits of delegated authority.
- Review and validate project-related P&L and Balance Sheets.
- Conduct budget checks and validate monthly and annual reports in coordination with the Country Manager and Chief Financial Officer.
Profile - A minimum of 15 years of international experience in project management, specifically in major infrastructure projects, preferably in roads and highways.
- Fluent in written and spoken English and French.
- Strong understanding of road infrastructure methods and products, including asphalt, pavement structures, plant and equipment, binders, and aggregates properties.
- Degree in Engineering or a related field.
