Participatory Ecological Land Use Management (PELUM) Uganda is seeking to fill the position of Programme Manager Advocacy at the Country Secretariat Office in Kampala â Uganda.
Since 1995, PELUM Uganda has been sharing skills and knowledge about ecological Land use practices and techniques working with a broad network of likeminded organizations; undertaking research and demonstration projects, and advocating for policies that better support smallholder farmers with a vision of empowering communities in Uganda to sustainably utilize their natural resources.
As part of a strong regional network of over 220 civil Society organizations spread out in 14 countries in East, Central and Southern Africa. PELUM Uganda works to improve the livelihoods of small holder farmers and the sustainability of farming communities by fostering ecological land use management.

Job purpose
This job exists to undertake overall responsibility for developing and managing the delivery of the Advocacy strategy across PELUM Uganda and establish presence in key National level institutions and stakeholders.
Job summary
To provide overall strategic leadership to the planning, implementation, reporting and management of PELUM Ugandaâs advocacy initiatives at Sub National, National and international levels. The Advocacy Manager will support PELUM Ugandaâs efforts to design and implement advocacy initiatives / interventions that conform to PELUM Ugandaâs strategic plan and which respond to stakeholdersâ needs. It will also coordinate / manage other Advocacy Officers within the Advocacy Programme where the position lies.
Duties and responsibilities
1. Programme Planning, development and implementation
1.1 Provide leadership to the development and implementation of Advocacy programmes including new programme concepts and ideas.
1.2 To ensure that Advocacy initiatives are in alignment with the PELUM Uganda strategic objectives.
.3 Coordinate the development and implementation of the annual and quarterly work plans and related reviews in the Advocacy programme.
1.4 Ensure programme activities are implemented in compliance with agreed guidelines/standards and proactively seek input from relevant substantive internal experts.
1.5 Ensure preparation of periodic programme reports for decision making in line with the donor requirements.
1.6 To work with other programme colleagues, sharing information and providing advice and support.
1.7 Spearhead development, implementation and review of PELUM Uganda advocacy strategy
1.8 Mobilize advocacy issues from the PELUM Uganda membership and other staff.
1.9 Convene regular advocacy programme planning and review meetings as appropriate.
1.10 Review activity plans and budgets for their officers and forward them to HoP for approval
2) Research and Policy development
2.1 Work closely with the relevant thematic committees to set the research agendas.
2.2 Coordinate research in public policy to influence change at various levels.
2.3 Ensure findings of the research are disseminated and used to inform policy processes and advocacy engagements.
2.4 Coordinate capacity building events for members and staff on policy research/ analysis.
2.5 Coordinate preparation of petitions, fact sheets and policy briefs in liaison with Advocacy officers and communication officer.
2.6 Undertake research agendas and ensure findings inform Programme designs.
3) Policy Influence and Engagements
3.1 Ensure capacity building and skills development in advocacy for PELUM Uganda members and staff in liaison with the relevant staff on Membership development officer.
3.2 Ensure PELUM Uganda membership is kept informed on policy processes related to sustainable farming systems and agricultural market development.
3.3 Establish PELUM Uganda presence in key line ministries and other policy spaces.
3.4 Coordinate representation of PELUM Uganda at various sector working and technical groups that relate to agriculture.
3.5 Organize platforms for engagements between PELUM Uganda and decision makers.
3.6 Ensure that PELUM Ugandaâs best practices are marketed at local, national and international forums.
3.7 Ensure that PELUM Uganda maps stakeholders that she must work with to increase its effectiveness and visibility.
3.8 Represent PELUM Uganda at other forums (including donor meetings) as required by the HoP.
3.9 Spearhead advocacy campaigns, mobilize and organize alliances and coalitions for advocacy on specific issues.
3.10 Coordinate advocacy thematic committee meetings and ensure implementation of resolutions taken by the committee
4). Resource Mobilisation and Grant Management
4.1 Spearhead the technical aspects of the project proposal development processes for Advocacy programme.
4.2 Support proposal development process for other programme areas within PELUM Uganda.
4.3 Identify existing and potential funding opportunities
4.4 Facilitate donor visits and assessments as necessary.
4.5 Ensure that resources under his/her care are properly deployed, utilized and accounted for
4.6 Support M&E Officer and finance department in preparing narrative and finance donor reports.
4.7 Participate in raising resources for building PELUM Ugandaâs reserves.
4.8 Support in operationalizing the development of ELUM centre.
5). Project Monitoring, Reporting & Evaluation
5.1 Conduct project inceptions to ensure good understanding of new projects by the team and other stakeholders.
5.2 Periodically share relevant project information with the HoP as informed by the implementation environment
5.3 Participate in Advocacy Programmes monitoring and organize periodic project reviews to ensure that the project incorporates new learnings and maintains relevance.
5.4 Support mid-term and end of term project evaluation process.
5.5 Prepare periodic reports for the Advocacy Programme as may be required and share with the HoP.
6) Representation, Networking and Partnerships
6.1 Participate in the organisationâs other key institutional events such as the country working group, related events, agroecology week of Action and others.
6.2 Review partners mapping and profiling to establish relevant partnerships for the Advocacy programme.
6.3 Establish and maintain strategic partnerships relevant for the Advocacy programme.
6.4 Regular communication and information sharing with strategic partners in liaison with the HoP.
6.5 Coordinate national, regional and sub-regional level thematic initiatives.
7) Human Resource Management
7.1 Ensure Human resources are efficiently deployed in Advocacy department.
7.2 Identify and address the human resource capacity needs in the Advocacy programme.
7.3 Maintain good communication, coordination and leadership of the Advocacy programme team.
7.4 Provide support supervision and regularly appraise and give feedback to Advocacy programme staff.
7.5 Provide technical guidance and methodological support to all programme staff.
7.6 Participate in the selection, recruitment and induction of Advocacy Programme staff and volunteers as required.
7.7 Ensure regular advocacy programme meetings and development and approval of activities schedules.

Personal specifications
Education
A minimum of a Masterâs degree in Public Policy, Human Rights or any other related field is and Bachelorâs Degree in Political Science/ International relations with bias in Development studies / Public Policy/Mass Communication/Development communication and a related field.
Technical skills
Political engagement, Knowledge of national and international development. High Networking skills, Negotiation skills and development arena.
Industry experience
4 Yearsâ experience in advocacy, development, or international affairs. Project management, and coordination skills required. Experience in media and public statements and presentations.
Management skills
Strong experience in leading and managing projects. Ability to develop and maintain relationships with various internal and external stakeholders. Team player with positive attitude, flexible mind, and good coaching and motivational skills. Ability to inspire confidence and create trust.
