- Monitoring of procurement risks, delays, and bottlenecks.
- Improved procurement performance across priority projects.
Key Result Areas The Procurement Officer will deliver: - Procurement tracking databases and dashboards updated regularly with procurement status, risks, delays, and contract implementation progress.
- Quarterly procurement performance reports covering:
- Procurement efficiency
- Compliance
- Environmental, Social, Health and Safety (ESHS) integration
- Contract management performance
- Procurement risk and delay reports identifying bottlenecks, root causes, and corrective actions.
- Procurement documentation supporting verification of:
- Disbursement Linked Indicators (DLIs)
- Intermediate Results Indicators (IRIs)
- Contract timelines
- Cost comparisons
- Procurement evidence
- Contract implementation monitoring reports covering:
- Contractor performance
- Contract variations
- Payment certifications
- ESHS compliance
- Escalation notes and briefing papers on significant procurement issues for:
- Procurement training materials, templates, tools, and guidelines for implementing MDAs.
- Bi-annual progress reports submitted by the 15th day following each six-month reporting period.
- Annual performance reports submitted by the 15th day following the end of the financial year.
- End-of-assignment report submitted within two weeks after completion of the assignment or contract.
Key Duties and Responsibilities The Procurement Officer shall: - Develop and monitor procurement plans across the Programme and priority projects.
- Support procurement planning and contract implementation across implementing agencies.
- Monitor procurement delays, risks, and bottlenecks across multiple MDAs.
- Ensure compliance with:
- PPDA Act
- PPDA Regulations
- World Bank fiduciary requirements
- Integrate Environmental, Social, Health and Safety (ESHS) requirements and climate resilience considerations into procurement processes.
- Prepare procurement performance reports, efficiency metrics, and compliance indicators.
- Support achievement of procurement-related Disbursement Linked Indicators (DLIs) and Intermediate Result Indicators (IRIs).
- Prepare procurement performance updates and reports for the Operation Technical Committee (OTC) and Operation Steering Committee (OSC).
Minimum Education Qualifications Applicants must possess: Essential - Honours Bachelor's Degree in:
- Procurement and Supply Chain Management
- Business Administration
- Commerce
- Or another related field from a recognized university.
Highly Desirable - Professional certification in Procurement and Supply Chain Management such as:
- Chartered Institute of Procurement and Supply (CIPS)
- Chartered Institute of Supply Chain Management Uganda (CISCM)
Added Advantage - Master's Degree in:
- Procurement and Supply Chain Management
- Business Administration
- Project Management
- Or another related discipline.
Work Experience Applicants should have: - Minimum of five (5) years of relevant professional experience in:
- Procurement
- Contract management
- Procurement monitoring
- Procurement oversight
- Experience within:

- Externally financed projects
