JOB DETAILS: The Opportunity As the Procurement Officer, you will be responsible for assisting with all aspects of the procurement process in support of project activities. Under direction of the Procurement Manager, you will be responsible for supporting multiple project stakeholders to procure goods and services domestically and internationally. The Procurement Specialist will work closely with other teammates to monitor contracts, verify delivery of materials, and track vendor payments. Project Description The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains. Core Responsibilities • Under direction of the Procurement Manager, assist with processing customs clearance and tax waivers, as needed. • Prepare RFQs, RFPs, bid analysis and make selections based on evaluation results and prepare local purchase orders. • Ensure procurement compliances with government VAT & withholding taxes and familiar with reporting and reimbursement processes. • Update the procurement tracker for all ongoing and new procurements to provide visibility into on-going purchases. • Manage and maintain the procurement email box to collate and organize RFP submissions. • Ensure that procurement files are complete and audit ready as soon as the procurement process is complete. • Collect product specifications or scope of work for services; ensure that specifications and scopes are clear, objective and complete. • Ensure that procurement files are complete and audit ready as soon as the procurement process is complete. • Check completeness of procurement files using Home Office provided procurement checklist • Work with the home office procurement department and back stop team to obtain requisite approvals as directed. • Enter procurement transactions into QuickBook and iProcure entries as directed. • Remain current with changes in US Government and Abt Associate policies and procedures related to procurement of goods and services. • Document all correspondence with vendors and maintain comprehensive procurement files. • Work closely with the project team on district level hotel service requests, cascade training service procurements & venue/space requirements. • Track orders to ensure for prompt/timely delivery of goods and services. • Coordinate and resolve procurement related issues in collaboration with procurement & technical teams. • Communicate with warehouse manager or other technical lead, to ensure that goods received match the quantity and quality requested in the original order and communicate all inconsistencies to the procurement manager prior to any payment to the vendor. • Provide assistance with other procurement activities as requested. What We Value Minimum qualifications: • Bachelor’s Degree + 2 years of relevant experience, or Master’s Degree Preferred qualifications: • Degree in Logistics, Business, Management, Administration, or another relevant field. • Experience with USAID-funded development programs, and knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs) is desirable. • Possess certification in procurement and supply management, preferred. • Excellent management, organizational, computer (especially Excel, Oracle, QuickBooks, and ERP systems), and writing skills. • Fluent in English.
