Background
The Uganda Electricity Distribution Company Limited (UEDCL) is a limited liability company incorporated in Uganda under the Companies Act. UEDCL owns the 33KV and below voltage electricity distribution networks. The company sales and distributes electricity in Uganda as per ERA License issued on 31 December 2024 covering over 135 political districts, operates a modern pole plant at Lugogo, and executes key rural electrification schemes on behalf of the Government of Uganda.
UEDCL is seeking to recruit qualified, competent and highly motivated Ugandans to fill the following positions;
Job Purpose
To support the procurement and disposal processes by ensuring efficient and transparent acquisition of goods, works and services as well as overseeing the proper disposal of obsolete or surplus items. The role ensures compliance with procurement regulations, cost-effectiveness and value for money while maintaining accurate documentation and records.
Impact
The Procurement and Disposal Officer plays a key role in maintaining the efficiency of the supply chain, minimizing procurement risks, ensuring compliance with policies and regulations. This position directly contributes to operational continuity, cost savings and UEDCL's ability to deliver services effectively.
Key Result Areas
Prepare and issue solicitation documents, including requests for quotations, proposals, and tenders.
Evaluate supplier bids in collaboration with relevant stakeholders, ensuring transparency and fairness.
Assist in contract preparation and ensure proper documentation of procurement activities.
Identify obsolete, surplus, or unserviceable assets and prepare disposal plans.
Ensure compliance with disposal regulations and guidelines.
Maintain records of disposal activities for accountability and audit purposes.
Ensure procurement and disposal processes align with organizational policies and regulatory requirements.
Maintain accurate and up-to-date procurement and disposal records for audit readiness.
Address non-compliance issues and recommend corrective actions.
Liaise with suppliers to ensure timely delivery of goods and services.
Foster strong relationships with suppliers to enhance cooperation and performance.
Work closely with internal stakeholders to identify and address procurement needs.
Provide guidance and support to the Procurement Assistant to ensure effective task execution.
Monitor and evaluate the performance of the Procurement Assistant, identifying areas for development.
Prepare and submit procurement and disposal progress reports to the Senior Procurement and Disposal Officer.
Maintain an organized system for managing procurement and disposal records.
Expected Output
Procurement activities conducted in a fair, competitive, and compliant manner.
Timely and compliant disposal of obsolete or surplus assets, documented with detailed records.
Well-maintained records that support audit readiness and organizational transparency.
Strong supplier relationships, ensuring reliable and timely delivery of goods and services.
Improved performance and effectiveness of the Procurement Assistant through supervision and guidance.

Person Specifications
Academic Qualifications
Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field.
Professional certifications such as CIPS (Chartered Institute of Procurement & Supply) or equivalent are an added advantage.
Experience
Minimum of 3 years of experience in procurement and supply chain management
Familiarity with public or regulated procurement processes, preferably in the utility or energy sector.
Experience in supervising or mentoring junior staff is an advantage.
Competencies
Understanding of procurement laws, regulations, and best practices.
Familiarity with procurement and disposal management systems.
Ability to analyze procurement data and recommend cost-effective solutions.
Strong interpersonal skills to engage with suppliers and internal stakeholders.
Ability to negotiate effectively to secure favorable terms.
