SUBJECT: PRE-QUALIFICATION OF PROVIDERS FOR GOODS AND SERVICES FOR THE FINANCIAL YEAR 2026/2027

1. INTRODUCTION
   Lokopio Hills Technical Institute invites sealed applications from competent and eligible firms for the pre-qualification of providers for various goods and services for the period 2026-2027 Financial Year. The objective is to identify a “shortlist” of providers who will be invited from time to time to submit bids/proposals.

2. CATEGORIES FOR PRE-QUALIFICATION
   Note that firms may apply for one or more categories. Please specify the category code in your application.

2.1 Category A: GOODS & SUPPLIES.

2.2 Category B: SERVICES

3. INSTRUCTIONS TO APPLICANTS

3.1 Submission Procedure
a) Bid applications must be submitted in a sealed envelope by Courier or Postal services but it must be clearly marked: “Pre-qualification for [Category Code and Name]”. Note that separate envelopes should be submitted for different bid lots
b) Submissions should reach the address below no later than 5:00 p.m. on Friday (30/4/2026). That is:

c) Late submissions will not be accepted beyond the closing date and time.

3.2 Evaluation Criteria
The evaluation will be conducted based on a Pass/Fail or Point-Scoring system covering:

i) Eligibility: Valid Trading License, Certificate of incorporation, and Tax Clearance Certificates.
ii) Financial Standing: Audited accounts for the last [2-3] years or recent bank statements.
iii) Experience: Proof of similar contracts performed in the last [3-5] years (include Reference Letters).
iv) Technical Capacity/Compliance: List of key personnel, equipment, and physical address/business premises.

NB:
Pre-qualification documents can only be accessed at our offices indicated in the address above upon payment of a non-refundable fee of 50,000 Ug./(Fifty Thousand Uganda Shillings Only) for each lot preferred. All such payments should be made through Centenary Rural Development Bank under Account (3100050507 Lokopio Hills Technical Institute). (Please attach original bank deposit slip for proof)
