About the FORT Project
The FORT project strives for the transformation of rural areas in five regions of Uganda, whereby a variety of (un)organised farmers and their households are expected to increase their resilience to shocks through effective inclusion in or strengthening of their farmersâ organisations (FOs). These FOs will have a variety of sizes, ranging from informal groups to primary cooperatives, Area Cooperative Enterprises and the Apex organisation. In addition to producersâ organisations, FORT intends to strengthen the functioning of rural SACCOs to better serve the needs of rural households while reinforcing their savings and credit portfolios and the foundations of governance and financial management. FORT will be implemented by a consortium of Agriterra (lead), Wageningen Centre for Development Innovation WCDI (WUR) and the Uganda Cooperative Alliance. The project has a timespan of five years and an objective to reach 200,000 farmer households through approximately 120 formal FOs and 180 informal FOs.

About the Job
As the PMEL Officer, you will support the implementation of FORTâs Monitoring, Evaluation, and Learning systems through real-time data collection, entry into MIS and Agro-Info-Net (AIN) platforms, and field-level monitoring of project activities. Based in the Elgon region, you will work closely with the PMEL Expert to ensure quality reporting, strengthen data use for decision-making, and build the capacity of project teams and partners for results-based implementation and adaptive management.
The PMEL Officer will be based in a secondary Ugandan regions, Lango and Busoga. You will report directly to Agriterraâs FORT project lead and works in collaboration with other Regional PMEL Specialists, and the HQ PMEL Specialist assigned to the region.
Among other tasks, you will be responsible for reviewing and ensuring proper registration of data and documentation in our reporting software agro-info.net (AIN) in relation to action plans, activities, beneficiary organisations, and results. Hereby, you will be training, coaching, and daily communicating your findings with the cooperative advisor colleagues who implement the activities in the field. Additionally, you will support the analysis of data to identify potential risks in the implementation of the program and proactively communicate your findings to the Project lead and regional manager, as well as support the preparation of internal and external reports.
Duties
MEL System Design & Implementation
Support refinement and implementation of the projectâs MEL system.
Assist in developing programme goals, objectives, tools, and strategies (including databases).
Ensure the projectâs MIS system is fully functional, updated, and consistently monitored.
Collaborate with the field team to support data registration and entry into FORTâs MIS and AIN systems.
Monitoring, Data Management & Reporting
Provide monitoring data to inform decisions on project performance and future direction.
Conduct regular monitoring and verification of project activities to ensure alignment with project goals.
Produce high-quality reports on project results against goals and objectives.
Contribute to baseline, mid-term, annual surveys, and impact evaluation studies at both farmer organisation and household level.

Learning, Research & Knowledge Sharing
Coordinate learning agenda activities across the project.
Provide oversight and technical inputs for the delivery of action research products and reports.
Ensure monitoring data and findings are shared to guide programme learning and adaptive management.
Capacity Building & Technical Support
Train project staff on results-based M&E and use of data collection tools.
Build staff capacity in using the projectâs MIS system and AIN platform for efficient and accurate data handling.
Recommend key areas of improvement to the PMEL Expert to strengthen project effectiveness.
What do you bring
Educational background
A degree in a relevant discipline of statistics, evaluation science, Monitoring and Evaluation, social sciences, or other related degree).
Experience
At least 3 years of demonstrated experience in designing, and implementing monitoring and evaluation activities in Uganda
Previous experience implementing and managing a rigorous M&E system including developing and refining performance monitoring plans. Experience managing Management Information Systems (MIS) is strongly preferred
Skills
Excellent skills in MS Excel, Word, PowerPoint; proficiency in MS Access preferred
Excellent command of monitoring and evaluation methodologies.
Sector Knowledge
Knowledge of data collection protocols to ensure accurate data collection and verification. Ability to identify data trends and communicate this information for strategic decision-making in program implementation
Communication & Interpersonal Skills
Excellent organizational, verbal and written communication skills to manage project communications and disseminate project information are required
English language fluency required.
Other Requirements
Must be a self-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives simultaneously.
