PROCUREMENT OF ASSORTED SUPPLIES AND CONSTRUCTION WORKS TENDER / BIDDING PERIOD: 17 SEPTEMBER 2026 â 15 OCTOBER 2026 The Uganda Red Cross Society (URCS), the country's leading humanitarian organization and a member of the International Federation of Red Cross and Red Crescent Societies (IFRC), is implementing a multi-year Humanitarian Protection Programme (HPP) 2023-2027. The programme is implemented in the West Nile region, the URCS Red Cross-Finland (RC-FL), in Kyaka II and Kyangwali and Rwamwanja Refugee Settlements and the surrounding host communities. The aim of the programme is to strengthen localized, timely, and inclusive humanitarian protection for vulnerable populations affected by violence, displacement, and other humanitarian emergencies. - Interested bidders shall collect the Invitation to Bid document from the Supply Chain Management Office upon payment of a non-refundable fee of UGX 100,000/= per lot. Payment shall be made in cash at the Uganda Red Cross Society Cash Office.
- Eligible bidders must provide the following:
a) a valid Trading License for the year 2026, issued by the relevant authority; b) a copy of the bidder's Tax Registration Certificate; c) a valid Tax Clearance Certificate addressed to URCS-TIN 1000122045, confirming compliance with all tax obligations; d) a certified copy of the Memorandum and Articles of Association, or an equivalent document demonstrating the bidder's legal incorporation; e) certified copies of audited financial statements for the last three (3) financial years, 2023, 2024, 2025 demonstrating an average annual turnover of at least UGX 900,000,000/= for Lots 1-6 and UGX 1,500,000,000/= for Lots 7-9; f) a declaration in the Bid Submission Sheet specifying the nationality of the bidder; g) a statement in the Bid Submission Sheet confirming that the bidder has no conflict of interest with URCS, its staff, or other bidders participating in the procurement process; h) a Registered Power of Attorney. - Interested and eligible bidders shall submit sealed bids to the URCS Supply Chain Management Office, Plot 551/555 Rubaga Road, Kampala, within the submission period indicated below.
- Bid Submission Mode: The one-envelope submission method shall be used. Bidders are required to submit one envelope containing both the technical and financial proposals.

- Any attempt to improperly influence the procurement process, including lobbying of URCS staff, may lead to disqualification.
- Late bids shall not be accepted and shall be returned unopened.
- Bid security, bid validity period, terms of payment, and the detailed award/evaluation criteria are fully indicated in the bidding document.
