SUBJECT: PROVISION OF CASH TRANSFER AND RELATED FINANCIAL SERVICES FOR HUMANITARIAN CASH AND VOUCHER ASSISTANCE UNDER FRAMEWORK AGREEMENT

The Uganda Red Cross Society (URCS), a member of the International Federation of Red Cross and Red Crescent Societies (IFRC), implements Cash and Voucher Assistance (CVA) as a modality for humanitarian response to support people affected by disaster, displacement, food insecurity and other humanitarian emergencies. To strengthen organizational preparedness and ensure timely, secure and accountable delivery of cash assistance, URCS intends to establish a Framework Agreement with qualified and regulated Financial Service Providers (FSPs) capable of providing cash transfer and related financial services across Uganda.
The Framework Agreement will facilitate rapid cash delivery for anticipatory action and emergency response, considering beneficiary needs, accessibility, geographical coverage, security, liquidity and cost efficiency. URCS therefore invites sealed bids from eligible Financial Service Providers (FSPs) with demonstrated capability and adequate geographical coverage to deliver financial services across Uganda.
The scope of services may include, but is not limited to:
⢠Mobile Money transfers through established payment platforms.
⢠Bank on Wheels and mobile banking services.
⢠Cash payments through bank branches and authorized agents.
⢠Bank account and digital wallet transfers.
⢠Account opening and beneficiary enrollment, where required.
⢠Other approved cash delivery mechanisms agreed with URCS.
Bidding documents may be collected from the URCS Supply Chain Management Office, located at Plot 551/555 Rubaga Road, Kampala, from Monday, 21 September 2026, to Thursday, 8 October 2026, between 10:00 a.m. and 4:00 p.m.
Interested bidders shall obtain the bidding documents from the URCS Supply Chain Management Office upon payment of a non-refundable fee of UGX 150,000/= The payment mode shall be cash, payable at the Uganda Red Cross Society Cash Office.
Eligibility and Qualification Requirements
Eligible bidders shall meet the following minimum requirements:
Certificate of Incorporation or Registration.
Valid Tax Clearance Certificate addressed to Uganda Red Cross Society, TIN 1000122045.
Certified copy of the Memorandum and Articles of Association, or equivalent legal incorporation document.
Valid Bank of Uganda license covering the required services.
Demonstrated compliance with applicable KYC requirements, supported by an updated Anti-Money Laundering (AML) Policy and Customer Data Protection Policy.
Statement in the Bid Submission Sheet confirming no conflict of interest with URCS, its staff or other service providers.
Duly registered Power(s) of Attorney, where applicable.
At least two (2) years of relevant experience in providing cash transfer, payment, mobile-money, banking, or related financial services to NGOs or humanitarian organizations.
Demonstrated geographical coverage, indicating the districts in Uganda where the FSP is currently able to provide the services, supported by evidence of previous or ongoing service delivery in the named districts.
Interested and eligible bidders shall submit sealed bids to the URCS Supply Chain Management Office, located at Plot 551/555 Rubaga Road, Kampala, within the period indicated above.
Bid Submission Method: The one-envelope submission method shall be used. Bidders shall submit one sealed envelope containing both the technical and financial proposals.
Bids shall be submitted in sealed envelopes clearly marked: "OFFER TO PROVIDE CASH TRANSFER AND RELATED FINANCIAL SERVICES FOR HUMANITARIAN CASH AND VOUCHER ASSISTANCE UNDER FRAMEWORK AGREEMENT" Addressed to: The Secretary General Uganda Red Cross Society Attention: Director Supply Chain and Estates Management P.O. Box 494 Kampala, Uganda not later than Tuesday, 13 October 2026, at 11:00 a.m.
All bidders or their duly authorized representatives are invited to attend the bid opening session on Tuesday, 13 October 2026, at 11:30 a.m. at the Uganda Red Cross Society Boardroom.
The Uganda Red Cross Society reserves the right to reject any bid and is not bound to award the contract to the lowest-priced bidder or to any bidder.
Any attempt to improperly influence the procurement process, including lobbying of URCS staff, may lead to disqualification.
Late bids shall not be accepted and shall be returned unopened.
Bid security, bid validity period, and the detailed award/evaluation criteria are fully indicated in the bidding document.
