SUBJECT: SOLARIZATION OF WATER SYSTEMS AND SUPPLY OF A WATER PUMP TENDER PERIOD/BIDDING PERIOD SEPTEMBER 18TH 2025 TO OCTOBER 17TH 2025.

The Uganda Red Cross Society (URCS) is the country’s leading national humanitarian organization and a member of the International Red Cross and Red Crescent Movement. In partnership with the Belgian Red Cross, URCS is implementing the Humanitarian Protection (HP) Water Project to strengthen communities in the Great Lakes region by providing multi-sectoral assistance to vulnerable populations affected by humanitarian relief.

Building on the first phase (HPN), which improved water and hygiene services, the current phase is scaling up solar energy solutions, upgrading water infrastructure, and promoting hygiene education to support long-term resilience. In Bubukwanga Refugee Settlement, a recent assessment of water repairs highlighted both achievements and critical challenges. While some systems remain operational, recurring technical issues have created major water supply gaps, underscoring the need for urgent and sustainable interventions.
URCS invites Sealed Bids from potential bidders for the following items:

• Solarization of Dadarang, Village 16, Zone 3 and Dadaju Water Systems and Supply and Installation of a New Submersible Pump For restoration of the Zone IV Amber Water System in Bubukwanga Refugee Settlement, Yumbe District to be executed by November 2025

1. Invitation to bid documents can be picked from URCS’S Supply Chain Office in Kampala located at Plot 551/555 Rubaga Road from Monday, September 22nd, 2025 to Tuesday October 7th, 2025 between 10:00am and 4:00pm

2. Interested Bidders shall pick the invitation to bid document from Supply Chain Department after payment of a Non-refundable fee of UGX: 150,000/=. The payment method shall be cash, payable at the Uganda Red Cross Society, Cash Office

3. Eligible Bidders must have:

   • A copy of the Bidders’ Trading License for 2025

   • Registration/Certificate of Incorporation

   • VAT registration Certificate

   • A copy of the Bidders’ Certificate of Tax Registration 2025

   • A copy of the Bidders’ Income Tax Clearance Certificate addressed to URCS

   • A copy of Memorandum and articles of association

   • Profile, Company profile, and clear company management set up

   • Duly copies of financial audited books of accounts for the last three years (2022, 2023 and 2024) annual average sales turnover of at least UGX 1,700,000,000/= to demonstrate financial capacity of the Company

   • Registered Power of attorney

   • Bid Submission Sheet including a statement that the Bidder has no conflict

   • PPDA Registration certificate 2025

   • Evidence of 5 completed projects of similar supplies

   • Works in the GIS License

   • Qualified and interested bidders should submit sealed envelopes to URCS Office on Plot 551/555, Rubaga Road Supply Chain Management Office with the period indicated above.

   • Bid submission Sheet: One envelope submission method system will be used where the bidders are expected to submit one envelope (Technical, combined with Financial). Bid security, bid validity, terms of payment, and the detailed award/evaluation criteria are fully provided in the bidding documents.

   • Bidding documents shall be submitted in sealed Envelopes bearing the title â€œOPEN TENDER FOR SOLARIZATION OF THE DADARANG AND DADAJU WATER SYSTEMS AND SUPPLY OF A NEW SUBMERSIBLE PUMP FOR THE RESTORATION OF THE ZONE IV AMBER WATER SYSTEM IN BUBUKWANGA REFUGEE SETTLEMENT, YUMBE DISTRICT”, and addressed to: The Secretary General, Uganda Red Cross Society Attention Director Procurement & Supply Chain Management PO Box 494, Kampala, Uganda not later than Friday October 17th, 2025 at 10:00am

   • All bidders or their representatives are invited to attend the Bid Opening ceremony which will take place on Friday October 17th, 2025 at 10:30am

4. The Uganda Red Cross Society reserves the right to reject any bid and is not bound to award lower bidder or any other bidder for contract to the 10 Alternative offers are not permitted.

5. Any breach of confidentiality will lead to disqualification.
