The PPDA is seeking to a recruit qualified, competent and highly motivated PPDA Staff to fill the following post: OFFICER, PERFORMANCE MONITORING, COMPLIANCE UNIT (1 VACANCY) REPORTS TO: SENIOR OFFICER PERFORMANCE MONITORING DEPARTMENT: PERFORMANCE MONITORING, CENTRAL GOVERNMENT DEPARTMENT HEAD: DIRECTOR, PERFORMANCE MONITORING, CENTRAL GOVERNEMT JOB SUMMARY To support the Departmentâs effective regulation of the public procurement and disposal function through monitoring performance with the PPDA Law that leads to improved service delivery geared towards achievement of sustainable national development. Duties and Responsibilities - Conduct Procurement Audits, on-spot monitoring and inspections, Contract Audits and bid preparatory audits,
- Review of procurement plans and periodic procurement and disposal reports,
- Review and analyse procurement data (on GPP, procurement plans & monthly/quarterly procurement and disposal reports) to identity trends, determine lead times, competition, and any other agreed performance parameters,
- Conduct Procurement related Investigations as and when required,
- Monitor the implementation of the Contracts Monitoring System (CMS),
- Monitor data entry on the E-GP system and provide hands-on support to Entities; and
- Undertake any other assignments as may be directed from time to time.
Qualifications a) Education A Bachelorâs Degree with honours in Procurement; or Supply Chain Management, from a recognized University or institution. OR An Honours Bachelorâs Degree in Commerce; or Business Administration; or Economics plus Full professional qualifications in Procurement/Purchasing and Supply Chain Management (such as CIPS, ISM,) from a recognized University/Institution. OR Full professional qualification/membership of Procurement/Purchasing and Supply Chain Management (such as CIPS, ISM, NEVI) from a recognized University/Institution. b) Experience - A minimum of one (1) year in public procurement a reputable Organization.
- Knowledge of the PPDA Act Cap 205
- Knowledge of Development Partner Procurement Regulations (World Bank, European Union, African Development Bank) will be of added advantage.
