JOB DETAILS: About EACOP The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera. Job Summary The National Content Officer will play a crucial role in coordinating and implementing EACOP’s capacity building initiatives, including the Train the Trainer program (TtT), the Industry Enhancement Centre program (IEC), and the Graduate Trainee Program. This position is responsible for ensuring successful collaboration between EACOP’s tier one contractors and key beneficiaries, overseeing commitments made by tier one contractors, and fostering relationships with relevant stakeholders to enhance capacity building efforts across the organization. Key Responsibilities • Linkage Development: Identify and establish strategic connections between EACOP's contractors and key beneficiaries. • Facilitate information sharing regarding upcoming capacity building opportunities with the main contractors to maximize the impact of the capacity building programs. 2. Implementation Oversight: • Monitor and ensure the execution of commitments from EACOP’s tier one contractors related to capacity building and training initiatives. 3. Event Coordination: • Assist in organizing and overseeing EACOP’s quarterly supplier development forums in Kampala, regional engagements along the pipeline route and the training sessions under the TtT and IEC programs. • Progress Reporting: - Develop and implement robust systems for reporting on the status and progress of training and capacity building commitments being fulfilled by contractors. • Stakeholder Engagement: - Foster and maintain relationships with various key stakeholders, including institutions, professional bodies, and societies, to support and enhance capacity building initiatives. Person Specification Education, Training, Skills & Experience Qualifications & Key Competencies: • Bachelor’s degree in a relevant field (Business Administration, Human Resources, Education, or related area). • Experience in capacity building, training, and development programs, or project management. • Strong organizational and time management skills to handle multiple projects concurrently. • Excellent communication and interpersonal skills to engage effectively with diverse stakeholders. • Strong analytical and problem-solving abilities. • Ability to work both independently and collaboratively within a team. • Adaptability and willingness to work in a dynamic environment.
